Radio Free Europe published an extensive news story yesterday, referring to sources according to which the holding of the NATO Summit in Tirana next year has been called into question.
REL writes that: "Radio Free Europe has confirmed from sources that Tirana is not mentioned in the draft declaration for the NATO summit, to be held in Ankara next week, as the place where the next summit will be held."
Meanwhile, Reuters, also citing sources, reported that holding the summit in Tirana has been called into question due to resistance from the US administration and dissatisfaction from some allied countries regarding Albania's low level of defense spending.
So, we are dealing with two prestigious international media outlets reporting that the possibility of changing the location where the next summit will take place has begun to be discussed at the Alliance's headquarters in Brussels.
As noted in the reports themselves, we do not yet have an official decision on the cancellation of Tirana as the host city.
However, the very publication of this information constitutes a strong diplomatic signal.
A kind of "diplomatic hammer" over Edi Rama's head.
But where did this signal come from?
There are at least two elements that lead to an answer.
The news was released on the very day that NATO Secretary General Mark Rutte visited Berlin and attended a meeting of the German government.
After the meeting, he held a joint press conference with Chancellor Friedrich Merz and Defense Minister, Social Democrat Boris Pistorius.
The second element is related to Radio Free Europe itself.
An institution that was funded by the United States for decades, but which, after Donald Trump's return to the White House, is no longer supported in the same way by the American administration.
According to this interpretation, part of the financial support has shifted to European partners, with Germany playing a more important role.
In a word, this news can be read as a political message coming to Edi Rama from Berlin.
Even, according to this interpretation, as a response to the recently articulated accusations of a role of German services in political developments in Albania.
What does this mean?
It means that Berlin is signaling that it is willing to use all its political weight to strike one of Edi Rama's most important international assets.
Namely the organization of the NATO Summit in Tirana.
How can this happen?
The answer is given, indirectly, by the reports themselves.
If Germany does not support the organization of the summit in Tirana, its weight within the Alliance is sufficient to make this debate real.
Germany is the second largest financial contributor to NATO after the United States.
And this is no small burden.
It is a political signal that reminds Edi Rama that clashing with Berlin has a cost.
Especially for a small country like Albania.
Especially since so far the Trump administration has not given any open public support for it.
Precisely for this reason, this news, which in all likelihood emerged based on signals circulating in Euro-Atlantic circles, could be the first warning of a political initiative within NATO.
An initiative that could be formalized with a request to review the location of the next summit.
Of course, such a decision will require further lobbying among allied countries.
But if countries like Germany, Turkey, and Greece were to position themselves in the same direction, the political weight would be considerable.
Such a development could only be stopped if the Trump administration, the Pentagon, and the State Department came out strongly in support of holding the summit in Tirana.
Whether this will happen or not remains to be seen.
But an open debate within NATO about relocating the summit would be a heavy political cost for Edi Rama.
Ultimately, the Alliance has alternatives.
