A year ago it was a story in an investigative book. Today it is part of an official SPAK file. The story of the secret meeting on the island of Aruba is no longer a conspiracy theory, but one of the most enigmatic episodes that connects Albanian criminal organizations with business and suspicions of contacts at the highest levels of the state.
For years, "Aruba" was just a name circulating in investigative circles. An island in the Caribbean, far from Albania, where crime bosses, businessmen, and representatives of the Albanian government were said to have met.
Today, this story no longer relies solely on testimonies or journalistic sources.
A recent SPAK operation has confirmed that such meetings did exist. The investigative file mentions Aruba and Spain as places where meetings between the persons under investigation took place, while SkyECC communications, wiretaps and information coming from Belgium and Spain speak of negotiations related to property, construction permits and investments in Albania.
However, the most important question still remains unanswered.
Who were the Albanian officials who participated in Aruba?
The discovery that came from Italy
The story first came to light thanks to Italian investigative journalist Nello Trocchia, author of the book "Invincibili. The Albanian mafia from Rome to the conquest of the world".
In a separate chapter, Trocchia published for the first time the existence of a meeting held on the island of Aruba during the period January 24-31, 2019.
He did not present the story as hearsay.
The journalist writes that the information came from documents of the Italian Antimafia and from investigative materials of European authorities.
According to him, important figures of the Albanian criminal organization, businessmen and, what made the story shocking, "unidentified representatives of the Albanian government in office" gathered in Aruba.
This was the element that distinguished Aruba from any other story.
It wasn't just about drug trafficking. It was about politics.
Why Aruba?
According to materials published by Trocchia, Italian investigators concluded that the island had been chosen carefully.
The documents state that the meeting was organized in the Netherlands Antilles because entry did not require a visa and guaranteed maximum discretion.
According to investigators, Artur Shehu, considered one of the most important figures in Albanian crime with activity in Europe and the US, was present there.
Names such as Genci (Alfredo) Hamzai and other people from the organization were also mentioned at the meeting.

Çfarë u diskutua në ishull?
Sipas librit të gazetarit italian, në Aruba nuk u fol për drogën. U fol për biznes. Më konkretisht, për investime në Shqipëri.
Në dokumentet e cituara prej tij thuhet se qëllimi ishte arritja e një marrëveshjeje për leje ndërtimi dhe zhvillimin e një kulle të madhe në Tiranë, territor që, sipas hetuesve, lidhej me interesa të dy grupeve kriminale.
Po ashtu, në komunikime flitet për investime në Vlorë dhe zhvillime të tjera imobiliare.
Pra, sipas këtij versioni hetimor, Aruba nuk ishte një takim për të organizuar trafik droge.
Ishte një samit ku krimi kërkonte të hynte në ekonominë legale përmes betonit, kullave dhe pronave.
Nga libri te dosja e SPAK
Për shumë kohë, historia mbeti vetëm në librin e Trocchia. Por disa javë më parë ndodhi zhvillimi që ndryshoi gjithçka.
SPAK zhvilloi një operacion të madh kundër një grupi kriminal dhe në dosjen hetimore u shfaqën sërish Aruba dhe Spanja.
Sipas hetuesve shqiptarë, komunikimet në SkyECC, përgjimet dhe informacionet e ardhura nga autoritetet belge e spanjolle provojnë se personat nën hetim kanë zhvilluar takime në këto vende në periudhën kur po kryheshin edhe veprime intensive mbi një pronë në rrugën "Dervish Hima" në Tiranë.
Në qendër të kësaj skeme rezulton Artur Shehu.
SPAK thotë se ai kishte marrë përsipër zhvillimin e pronës dhe sigurimin e dokumentacionit ligjor, ndërsa në këmbim do të përfitonte 50 për qind të saj.
Më pas nisën kontratat e dhurimit, transferimet e vazhdueshme të sipërfaqeve të tokës dhe veprimet që hetuesit dyshojnë se janë përdorur për të fshehur pronësinë reale.
Në vitin 2022, trualli u shpronësua nga shteti për projektin "Shkolla e Biçikletave", kundrejt një vlere prej rreth 353 milionë lekësh.
Sipas SPAK, takimet në Aruba lidhen pikërisht me këtë skemë zhvillimi dhe me përpjekjet për sigurimin e lejeve të ndërtimit.
Misteri i madh: Kush përfaqësonte qeverinë?
Edhe pse SPAK konfirmon ekzistencën e takimeve, një element mbetet i pazbardhur. Në dosjen shqiptare nuk bëhen publikë emrat e zyrtarëve të shtetit.
Megjithatë, gazetari Artan Hoxha ka deklaruar publikisht se, sipas informacioneve që ai disponon nga autoritetet belge, në Aruba përmenden dy persona.
Njëri, sipas tij, ishte deputet në atë kohë.
Tjetri përshkruhet si një person shumë i afërt me kryeministrin Edi Rama dhe përfaqësues i ekzekutivit, i cili mund të ndihmonte në procedurat që lidhen me investimet.
Nga ana tjetër, sipas raportimeve të publikuara nga Pamfleti, personi që dyshohet se përmendet në këto materiale është Engjëll Agaçi, në atë kohë Sekretar i Përgjithshëm i Kryeministrisë.
Ky pretendim nuk konfirmohet në dosjen e SPAK dhe emri i tij nuk publikohet në materialet hetimore.
Dosja zbulon edhe një episod tjetër
The investigation does not stop at the properties. An episode emerges in SkyECC communications that raises suspicions about the use of diplomatic vehicles to transport drugs and money.
In a 2020 conversation, one of the people under investigation writes: " On Monday he comes with a CD... "
According to SPAK's analysis, the reference to "CD" raises suspicions that it was a person driving with diplomatic license plates.
Other communications also mention the fact that the "CD driver" could not move and that he was "on delegation".
For investigators, these communications constitute evidence of the use of diplomatic status in the international transport of narcotics or money.
Aruba, the symbol of an era
The story of Aruba is no longer simply the story of a meeting on a tropical island. It has become a symbol of the way in which, according to investigative materials, organized crime, business, urban development, and contacts with power intertwined.
From an investigative book published in Italy, to the SkyECC wiretaps, letters from Belgium and Spain, and the official SPAK file, Aruba has gone from an unbelievable story to a concrete investigative case.
However, the biggest mystery still remains unsolved. Why did SPAK hide the Albanian officials who traveled to Aruba and what agreements were actually discussed on that Caribbean island?
The answer to this question may be the key to understanding one of the darkest episodes of the alleged connection between organized crime, business and politics in Albania. / Pamphlet
