In addition to being built between two buildings, blocking the windows of both buildings, the plan is to destroy the main sewage collector. This has alarmed residents, while the Water and Sewerage Authority itself has not approved the relocation.
But, according to our verifications, one name emerges in this whole affair: Dhimitër Papa.
In the approved documentation of the tower, Dhimitër Papa appears as the construction engineer. This name is known to many scammers.
During the earthquake, his name came up several times, because he had made incorrect assessments of damaged buildings. At that time, he, in the role of IKMT expert, committed many violations, to the point that he was even hit by SPAK. He was arrested in 2021 for forging documents.
" From the evidence so far, there are reasonable suspicions, based on evidence, that they have interfered with the employees of the Construction Institute, Petrelë Administrative Unit, under the Municipality of Tirana. The aim was to change the act of initial ascertainment and the act of in-depth expertise for a flat owned by them, in order to increase the classification of the level of damage, paying for this act the amount of 2000 (two thousand) euros, a flat that had in fact been previously demolished by the IKMT as a result of expropriation for public interest at the request of the OST ", SPAK stated.
But the scams don't end there. Dhimitër Papa is the engineer who is also hiding behind Durrës Marina. After the scandal with the sinking of the 2 buildings built, he appeared in the media as a construction engineer, where he admitted the scandal. He is the one who admitted that the quality of the concrete was replaced at the request of Dubai.
In a tense interview for "Piranjat", the constructor initially disputed the published figures for the sinking of the buildings, denying the 28-centimeter subsidence reported by IKMT, but admitted that the buildings have subsided by up to 18 centimeters. Papa attributed the problem to the digging of pits around the buildings, stating that the removal of water and sand from neighboring construction sites created the phenomenon of "suffocation", which according to him brought about a greater subsidence than that foreseen in the project.
And his name comes up again, and this time in the building in Brryl, where we are again dealing with a scandal. How is it possible that where buildings have problems, the name of Dhimitër Papa always comes up? How is it possible that an engineer arrested for affairs is still allowed to have a role in the construction of the buildings? And why do all the companies that want to bypass the law take him?
So, it seems clear that we are dealing with a very big affair. Whoever is hiding behind the palace in Brryli has found the right expert for affairs. Only in Albania can it happen that the entire sewage system is destroyed to build a palace, which, in addition, occupies the space between the two palaces and, moreover, blocks the wings of both existing buildings. / Pamphlet
