The alleged multi-million euro affair surrounding “Nika sh.pk” has brought to light the role of prosecutor Hava Memko in the initial phase of handling the case in Saranda. While the Tirana Prosecution Office has continued its investigations into the use of forged documents, the previous handling of the file has raised suspicions of inaction or insufficient assessment of evidence. The case has opened a debate on the need for an institutional verification and the reaction of the High Inspector of Justice.
A suspected affair worth millions of euros, made public by the investigative show Stop, has raised strong questions about the way the criminal complaint against the entity "Nika sh.pk" and its administrator, Llambi Nika, was handled. At the center of the allegations is the alienation of Pandeli Nika's assets through documents that are suspected of being forged and its transfer in favor of a company linked to the administrator's family members.
The publicly broadcast materials present, according to the authors of the investigation, audio and visual evidence that suggests schemes to conceal income and transfer assets in a suspicious manner. However, what has deepened the public debate is not only the content of the affair, but the different institutional treatment of it.
According to the allegations, while the Tirana Prosecution Office, with prosecutor Bledar Valikaj, has been rapidly pursuing investigations following the complaint filed by Pandeli Nika for the use of forged documents, the Saranda Prosecution Office has previously taken no visible action or has decided not to initiate the case. This contrast has raised suspicions of different standards in law enforcement and the possibility of corruption.
In this context, the name of prosecutor Hava Memko is mentioned as the person who had the file in hand at the initial stage. Criticisms and doubts raised publicly are related to the possibility of inaction, truncated assessment of evidence or even possible favoritism of the accused party.
The lack of a visible response from the High Inspector of Justice, the institution responsible for the disciplinary investigation of magistrates, has added to the perception of an institutional vacuum.
While the investigations in Tirana seem to have taken a different direction, the questions that remain are: Was there professional negligence? Was the evidence properly assessed in the first phase of the investigation? And will there be a full institutional verification to clarify the role and responsibility of every official involved? Will Artur Metani initiate disciplinary proceedings against prosecutor Hava Memko?
