In December 2024, the Ministry of Finance held a 460 million lek tender for the audit of “IPARD II” funds sent by the EU for the years 2017–2021. The winning company turned out to be affiliated with “BDO Albania” sh.pk, where Petrit Malaj was an administrator and where his family members are currently the owners. The audit report did not identify any abuses, while the process was conducted in parallel with the SPAK investigation into agricultural funds. The issue raises questions about conflict of interest and the role of private companies in the audits of public funds.
In December 2024, five months after being first appointed to office, the Minister of Finance, Petrit Malaj, held a tender with a contract value of 460 million lek for the audit of the "IPARD II" agricultural funds that the EU sent to Albania during the years 2017–2021.
This audit, which was conducted in parallel with the investigation by SPAK, was presented as a financial verification process for EU funds. According to the allegations, it aimed to prove that the government and former director Frida Krifca had not abused IPARD II funds.
According to published data, the audit had a duration of 165 days and was completed and submitted as a report in September 2025. The report did not identify any financial abuses by the Agency for Agricultural and Rural Development in the use of IPARD II funds.
The German company was selected with a bid about 100 million lek higher than the lowest bid in the competition. According to publicly raised claims, this selection is related to a working relationship with the private auditing company “BDO Albania” sh.pk
According to data from the National Business Center, Petrit Malaj was the administrator of the company "BDO Albania" sh.pk until his appointment as Minister of Finance. Currently, the owners of the company are Limos Malaj and Besjana Doda, the father and sister of the minister.
According to the allegations, "BDO Albania" sh.pk was involved as a consultant to the German company "FTI Consulting Germany GmbH" in the audit of IPARD II funds.
For a year now, the company "BDO Albania" sh.pk has also been operating as an external consultant for internal audits in central institutions, municipalities, public entities and economic companies with state capital.
On July 23, 2025, Minister Petrit Malaj issued Order No. 103, which regulates the engagement of private companies in internal audits of public institutions and entities.
Reports from the Supreme State Audit Office and several cases under investigation by regional prosecutors' offices and SPAK have identified problems in internal audits in institutions and municipalities.
In the SPAK file for Sali Berisha, Jamarbër Malltez and Fatmir Bektashi, the company "BDO Albania" sh.pk is also mentioned in relation to the approval of the balance sheets for the constructions in the former "Partizani" complex. /Pamphlet
