The "Aruba" file and the SKY ECC wiretaps, prepared by the anti-mafia agencies of the Netherlands and Spain, based on which SPAK has issued many arrest warrants for Albanian traffickers, confirm the scheme of laundering billions of dollars in drugs through the construction of towers, palaces, hotels, resorts, villa complexes and other investments in Albania.

They laundered drug money with construction permits granted to them by Edi Rama as Prime Minister, Chairman of the National Territorial Council, and Chairman of the Strategic Investment Committee.

During an interview with the Financial Times, Prime Minister Edi Rama stated: "Saying that the Albanian economy is based on money laundering is terrible; investors are not criminals and are not involved in money laundering."

But the "Aruba" file and the "Dizdari-Aliu-Gjika" file prove that billions in drugs were freely introduced into Albania and laundered in construction and the economy, with the permits granted by Edi Rama.

Edi Rama himself stated this during an interview on an Albanian television (MCN-TV), when asked about the large number of towers and the sources of financing for the towers, saying: "I have given and will give more building permits; I don't want to know where the funding for them comes from, what is important is to build as many as possible so that Albania can develop and the economy can grow."

It is no coincidence that construction permits for towers, resorts, hotels, villa complexes, palaces, resorts, transportation services, private hospitals, passenger terminals, and yacht ports have been granted to drug traffickers and the owners of companies associated with them in construction.

The names of some traffickers to whom Edi Rama has granted building permits:

· Five tower permits, granted to traffickers Elvis Doçi, the Troplini and Altin Hajri, revealed where the billions in construction permits that Edi Rama granted came from and did not ask them to declare their sources.

· Construction permits granted to trafficker Gjergj Luca in Labinot-Elbasan, Gramsh, Prrenjas and Maliq, Lake Xarra in Saranda, Shëngjin, Durrës and Fier for fish factories, restaurants, hotels and photovoltaic parks, without declaring the sources of millions of euros.

· Trafficker Dajlan Avdia has been granted permission for the tower at Sahati, the "Techno-ALB&Delta" tower on Rruga e Barrikadave, the "Im Rezidence" tower in the Komuna e Parisit area, the tower on "Fortuzi" street; permits for resorts and complexes of palaces and villas worth around 250 million euros by the sea in the Bay of Kroreza and at the Lëkurës Castle in Saranda.

· Trafficker Lul Morina has been granted a building permit for the "Radisson Collection" hotel; 6 permits for towers and palaces in Tirana and for 2 resorts in Himara and palaces in Vlora, with the two Indian mafiosi.

· Trafficker Pëllumb Gjoka, arrested by SPAK, has been granted a "Strategic Investor" permit for a resort in Velipojë and a hotel and casino in Tirana.

· Trafficker Roland Ziu has been granted permission for a tourist boat and sailboat business in partnership with Bledi Çuçi; the PPP of the Eastern Passenger Terminal in Tirana and the "Rodon Yacht Port".

· Edi Rama granted permission to drug trafficker Ervin Mata, arrested in Brazil at the request of SPAK, for the tower at the former exhibition and for complexes of palaces and villas in Tirana, Vlora, Durrës, Lalëz.

· Traffickers Klajdi Merkaj, Arben Muçobega, Andrea Çaushi, Viron Robaj, Marion Mitro, Eral Myftaraj and Niçe of Shijak were granted building permits for palaces, hotels, towers, and resorts.

· Edi Rama has granted permits for palaces, villas, resorts and markets in Elbasan, Durrës and Tirana to traffickers and murderers Franc and Hajdar Çopja, Adrian and Florenc Çapja, Suel and Talo Çela, etc.

· Trafficker Artur Shehu was granted a building permit for a hotel-restaurant 50 meters into the sea opposite the promenade in Vlora; while two trafficker brothers, Isa and Shpëtim Aliu, were granted permits for a resort in Lalëz and palaces and towers in Tirana.

· Russian oligarch Oleg Deripaska has been given 1,000 hectares of land in Karavasta for free and permits for farms, resorts, a photovoltaic plant and a hydroelectric power plant on the Shushicë River in Vlora, in partnership with Ilir Trebicka.

In the 2023-2024 reports to Parliament, SPAK leader Altin Dumani stated that nearly 90% of construction is invested with millions from criminal activities, a fact that was also confirmed by the "Aruba" dossier.

While Prime Minister Edi Rama, on the one hand, declared that he will not know where the billions in construction money come from, while now he declares that there is no money laundering in the economy./ Pamphlet
