Oil for Luca's ships, as if they were luxury yachts
On June 24, 2025, at the "free zone" customs warehouse at Quay No. 5 in the Port of Durres, the yacht "Andromeda" of Russian-Israeli billionaire Yuri Milner was supplied with 250 thousand liters of oil at a price of 50 lek/liter. In total, 63 foreign yachts have received 15 million liters of oil at this privileged price.
But according to internal sources at Customs and the Ministry of Finance, Gjergj Luca's 15 "Rozafa" fishing boats are also being supplied at the same price, as if they were luxury yachts. This scheme, covered with false documents, has allowed Luca to steal millions of euros, through a special favor granted by political order.
If this affair is investigated, joint forgery between Luca and the institutions that administer customs fuel warehouses, intended only for supplying foreign yachts, will be revealed.
VAT scheme: fake invoices, illegal refunds
By government decision, fishing companies have been benefiting from fiscal relief since 2018: the removal of 20% VAT on the purchase of boats, engines, nets, refrigerators and other equipment. Exemption from VAT means that there is no payment, therefore no refund.
But according to tax records, the company “Rozafa Sh.pk” has benefited from massive VAT refunds by submitting falsified sales invoices for boats, engines, refrigerators and other equipment. The tax authorities have silently approved these documents because Luca is politically protected.
Many businessmen have ended up in prison for the same affair: illegally obtaining refunds through false invoices. Will Gjergj Luca also be investigated, or will he continue to be protected by the government, becoming a symbol of the extortion of public money? / Pamphlet
