Ilir Proda, the general director of the State Police, appeared in the media taking upon himself the glory of arresting Ragip Gila, the perpetrator of the Shkodra massacre.

In fact, Gila was quickly neutralized, but not thanks to the professionalism of the police, but simply because fate did not want an even greater tragedy to occur.

Shkodra's Monday revealed everything: the attack in the city center, two killed and two wounded, took place in front of the municipality headquarters, in a bar full of citizens.

The police had no information, no preventive policy, no control over the territory. The massacre happened because the state surrendered to crime.

Ragip Gila, who failed to eliminate his target, Erogen Vason, turned into a time mine. In a panic, he killed, injured, caused accidents and finally escaped towards the Kir River. Armed with a modern automatic rifle, he was a permanent danger to citizens and police officers. In this situation, the legal protocol is clear: the Rapid Intervention Forces are called in, with special weapons and training for such cases.

What did the police do? They sent groups of 'Eagles' with ordinance pistols, without protection, as if at a wedding. What if Gila, in a panic, had shot at them? Who would be responsible for the blood of the officers? This was an irresponsible act, a flagrant violation of protocol and the law.

Today Ilir Proda appears in the media with triumphant poses, while the reality is simple: the police proved to be unprepared, without intelligence and without strategy. Albania does not need directors who make propaganda after massacres, but for a police force that prevents crime and protects citizens. If the order to send police officers like 'goats to the butcher' came from the center, then the Director General should be dismissed immediately and appear before law enforcement bodies.

Blood was shed in Shkodra and the city was shaken. The police have no reason to praise themselves. The only thing they should have done was a cold analysis and taken measures. But in Edi Rama's Albania, even tragedies turn into propaganda spectacles./ Pamphlet
