Prime Minister Edi Rama announced Ogerta Manastirliu as the candidate for Mayor of Tirana, praising her "Excellent for her experience" in every task during the 12 years of SP power.
But the facts prove that the only "experience" Ogerta has is corruption in every position, being the only director and minister under investigation with 5 criminal files for tenders and concessions.
Batërdia, director of QSUT for 4 years
Two criminal investigations have been opened against Ogerta Manastirliu at the Tirana Prosecutor's Office, for corruption with tenders and forgery of documents and theft of quantities of medicines, during the years 2013-2017 when she was Director of the University Hospital, revealed by audits of the Supreme Audit Office and the Ministry of Health.
According to the files, Ogerta Manastirliu, through fictitious tenders, without competition, with limit funds higher than real costs and adding contracts, has embezzled 110 million Euros in the purchase of medicines, medical equipment, reconstruction of hospitals and health centers, their food and furniture.
She has been criminally prosecuted for allowing, organizing, signing and stealing, in collaboration with her subordinates, 60 million Euros worth of medicines and medical supplies from the QSUT warehouse, declaring them expired and allegedly supplying the wards and the central pharmacy.
The 50 million Euro file with secret tenders for "Covid 19"
For 4 years, the investigation into Ogerta Manastirliu has been pending in the SPAK drawer, regarding the criminal complaint for secret tenders for medicines, equipment, oxygen and medical materials for the period of the "Covid 19" pandemic, when she was Minister of Health.
According to the criminal file, Ogerta Manastirliu abused 50 million Euros in secret tenders, awarded to 4 clientelist firms through non-competitive negotiations; 35 million Euros of which were stolen by fabricating, together with Babloku, high-value limit funds and falsifying the implementation of contracts.
According to reports in the investigative files, it turns out that, during the period April 2017-August 2023 as Minister of Health, Ogerta Manastirliu committed 185 million Euros in corruption with tenders.
SPAK also has a criminal file for the affair of January 15, 2020, when, with a contract amendment and a false estimate, Ogerta added 44 million Euros to the Surgical Equipment Sterilization concession.
Another criminal case is for falsifying the execution of Dialysis, Laboratory and Check-up contracts, giving a total of 21 million Euros with false invoices for services not performed.
Affairs at the Ministry of Education
Three other corruption scandals of Ogerta Manastirliu are those during his two years as Minister of Education, where he signed 30 million Euros worth of theft for school sports teams and tenders for school reconstruction, heating and textbooks.
Perhaps because of this "experience" of corruption and theft and the courage to sign the extortion of funds; Rama announced Ogerta as a candidate for the "helm" of the Municipality of Tirana.
