Dajlan Avdia, the international crime figure with residence in Germany and gambling and tower businesses in Albania, is said to be the all-powerful boss next to Edi Rama, who will manage the bargaining after the 2025 elections, which he has declared will win over 90 mandates.
During Edi Rama's 11 years in power, the mafia Dajlan Avdia has remained in the shadows, managing nearly 60% of casino and betting activity with the "APEX" group, but has also been the beneficiary of many permits for palaces and towers in the center of Tirana.
Two months ago, Dajlan Avdia, known as an influential friend of Prime Minister Edi Rama and his brother Olsi Rama, entered the investment of resorts on the southern coast, as a risk-free terrain to launder billions secured through the dirty work of government officials and traffickers.
Dajlan Avdia started this money laundering scheme in November 2024, with the permission given to him by his friend Edi Rama, for the investment of a resort on 68 hectares of state land by the sea near the Lëkurës Castle in Saranda, with palaces, 5-star hotels, swimming pools, a shopping center and villas.
Within the area is 3.3 hectares of land, which the mayor of Himara, Vangjel Tavo, stole from the state with false documents, and three months before being elected mayor, sold to Dajlan Avdija for 3.7 million Euros, which is said to be a fictitious sale not declared to the ILDPKPI.
This giant tourist project, with a total value of nearly 500 million Euros, will be invested 100% by Dajlan Avdia himself and will be built with his company "TDT&Partners", but without declaring the source of income, when according to official data, until 2018 when he sold his shares in "APEX", he had only 1.3 million Euros in profits, or 35% of the value he declared in the purchase of Vangjel Tavo's land.
Meanwhile, in the permit file for the resort below the Lëkursi Castle in Saranda, the KKT does not have any reports from banks or the Directorate for the Prevention of Money Laundering to prove what activities Dajlan Avdia has engaged in in Germany and Albania and how much income he has.
But SHISH and Anticrime, referring to reports from partner anti-mafia agencies, have reported to Prime Minister Edi Rama and Albanian justice structures that Dajlan Abdi, who has been operating under the surname "Avdia" since 2010, is laundering his black money from mafia groups and government officials through construction in Albania.
With a "washing machine" scheme, there is the investment for the tower next to the Tirana clock; the 3 towers behind the Presidency; the complex with 10 and 11 floors and 3 floors of underground parking on "Vellazën Huta" street; the "Rainbow Center" tower in the former Bllok, where Dajlan Avdia collaborated with Tomë Doshi.
But according to SHISH reports, Dajlan Avdia also has 30-50% investments in 11 other towers, resorts and palaces in Tirana, Durrës, Vlorë and Lalz, hidden as an illegal investor with his companies "Invest Society", "Techno Alb", "National Construction" and "Coast Investment Albania".
Information says that after the 2025 elections, in which Edi Rama has declared a decisive victory; the dictates of Babloku for bargaining will no longer be Bashkim Ulaj, Rrok Gjoka and Pëllumb Salillari, etc., but only Dajlan Avdia, as the new boss leading the oligarchic group.
