Ministers alarmed by affairs/ Even Taulant Balla refuses to sign the tenders,

A week after the presentation of the General Secretary in the UK, Besmir Beja, the first task that Balla assigned him is to deal with tenders and concessions.  

The entire government cabinet has been put on alert after SPAK's actions. Abuses with tenders are the focus of the prosecution and it seems that all the ministers do not want to sign. As they see how their colleagues are knocking on the doors of GJKKO and SPAK, the ministers have decided to transfer this competence to the General Secretaries, even Taulant Balla.

A few days ago, the "Pamphlet" showed how the new ministers gave up the tenders, but it seems that recently the Minister of the Interior also got scared, not wanting to have anything to do with any procurement procedure. A week after the presentation of the General Secretary in the UK, Besmir Beja, the first task that Balla assigned him is to deal with tenders and concessions.  

" In support of point 4, article 102 of the Constitution of the Republic of Albania; of articles 28 and 29, of law no. 44/2015, "Code of Administrative Procedures of the Republic of Albania"; of point 2, article 11, of law no. 90/2012, "On the organization and operation of the state administration"; of law no. 162/2020, "On public procurement"; of law no. 125/2013, "On concessions and public private partnership", as amended, and decision no. 285, dated 19.5.2021, of the Council of Ministers, "On the approval of public procurement rules", as amended,

I ORDER:

1. The delegation of powers of the holder of the contracting authority Mr. Besmir Beja, general secretary, for all public procurement procedures, concessions and public private partnership, for the Ministry of the Interior.

2. The delegated powers of the holder of the contracting authority of the Ministry of the Interior, pursuant to the legal provisions for public procurement, will be exercised for an indefinite period, from the entry into force of this order until the repeal of this order.

3. Order no. 223, dated 22.11.2022, "On delegation of powers", is repealed.

4. The general secretary, Mr. Besmir Beja.

This order enters into force immediately and is published in the Official Gazette.
