The declaration to the HIDAA for the years 2023 and 2024 reveals an unusual activity of sales and exchanges of assets by the head of the Municipality of Saranda; 13 apartments, garages and commercial units have been removed from his ownership since taking office.
Oltion Çaçi, the mayor of Saranda, has been intensely active in the real estate market since he took office. According to declarations submitted by him to the HIDAA for the years 2023 and 2024, Çaçi has sold or exchanged at least 13 real estate properties, including apartments, commercial units and garages, where he is a co-owner in varying percentages.
In the 2023 declaration, Çaçi reports the disposal of 6 apartments with areas ranging from 43 to 95 square meters. In all cases, the percentage of ownership of the assets is 16.667% and the value reported as a benefit is 0 lekë, which raises questions about the manner in which these assets were transferred or exchanged.
In 2024, the trend of “departures” continues at an even higher pace. The mayor declares 7 more properties sold, including a commercial unit, a garage and five other apartments of various sizes. Even in this case, the ownership percentage remains 16.667%, while the amounts declared as profits for some objects are symbolic; for example, a commercial unit with 70 m2 was sold for only 16 thousand lek, while an apartment with 71 m2 for 43 thousand lek.
This unusual activity with real estate has led to Oltion Çaçi's name being referred to as the "Sheikh of Saranda" who controls property movements with the style of a construction businessman, even though the formality of his public function is incompatible with this pace of transactions.
