
After the coast and former state-owned enterprises, the government has started a new phase of legalizing looting in the name of "tourist development." The new project also includes municipalities that do not have mountains, such as Durrës, Kamza and Divjaka...
According to the denunciations obtained by "Pamfleti", Edi Rama has ordered socialist mayors to approve maps of lands that will be given for free or for symbolic rent to government clients, under the guise of the "Mountain Package". The project is a copy of the "100 tourist villages" scheme and the "1 euro" contracts, which served to plunder over 4,000 hectares on the coast.
After plundering the coast and former state-owned enterprises through “strategic investment” schemes and “1 euro” contracts, Prime Minister Edi Rama has moved on to the next phase of colonizing public assets: the mountains and forest lands.
At the center of the plan is a new draft law that he calls the “Mountain Package,” a program that, according to the government, aims to develop tourism and the economy of remote areas, but which in practice is another mechanism for transferring public property to the oligarchs in power.
According to documents and denunciations obtained by "Pamphlet", Rama has pressured 56 mayors of the Socialist Party, who administer about 90% of the country's territory, to sign maps prepared by the Territorial Development Agency (AZhT), where the areas to be donated have been previously determined.
These maps include forest lands, pastures and municipal properties that in most cases are common property of local communities.
According to sources, the prime minister's ultimatum to the mayors is that by October 31, 2025, they must sign the maps and return them to the AZhT, otherwise they will be considered "impediments to economic development".
However, so far about 50 socialist mayors have refused to sign, fearing criminal liability for abuse of public property.
The government is expected to bypass them with a decision of the Council of Ministers, with the justification of the "national emergency for the development of rural tourism".
A copy of the old scheme: from “100 tourist villages” to “Mountain Packages”
The new law is a copy of the “100 Tourist Villages” project, which in the period 2017–2023 was used to legalize the plunder of 2,200 hectares of public land for the construction of resorts in rural and coastal areas.
In total, through “strategic investment” schemes and “1 euro” contracts, the government has transferred over 4,400 hectares of state property to political clients and family members of high-ranking officials.
Now, through the “Mountain Package,” the same oligarchs will receive forest lands, pastures and mountain terrain in the form of concessions for 10 to 20 years.
According to Rama, 500 companies have expressed interest in the project, but sources from the Ministry of Tourism admit that the applications are fictitious and will be used as a cover for money laundering.
Many of these “investments” are planned in areas abandoned by the population, where there is no real economic benefit, except to cover dirty capital.
Even municipalities that don't have mountains are being robbed
The abuse goes further: the list of municipalities included in the “Mountain Package” includes areas that do not have any mountainous terrain.
The RD documents list Durrës, Fier, Lushnja, Divjaka, Kamza, Vora, Shijaku and Rrogozhina, where the areas to be “developed” are actually the most expensive coastal, hilly and urban lands.
In these cases, the mountain project is simply a legal mask for the construction of towers, resorts and tourist villas in the hills of Tirana, on the coast of Durrës and in Divjaka.
In practice, this is the fourth phase of the plunder program that began with concessions, continued with solar energy and is ending with the remaining public lands in the most advantageous areas for construction.
A law that legalizes money laundering
Sources within the government admit that the “Mountain Packages” are a political project for the 2027 election year, designed to reward the financial clients of the government.
Any such project will be financed with unclear capital coming in through rural tourism businesses and ecological resorts, which do not even have a real economic return.
In areas where the population has disappeared and infrastructure is lacking, these “investments” are nothing more than launderers of the dirty money of the government officials and oligarchs who control the sector.
In the end, the “Mountain Package” is not a development program, it is the last phase of the plunder of public lands.
After the sea and the fields, now the mountain peaks are being privatized, in a country where the government cannot even manage the forests, but gives them out as “development leases” to launder billions.
This is the height of state greed that Edi Rama sells as a “strategy for mountain tourism”, in reality, it is the tourism of corruption and the laundering of public wealth./ Pamphlet
