According to internal audits and reports by the Public Procurement Agency, “Albanian Post” is one of the institutions with the highest level of corruption in the country.
At the center of every abusive procedure since 2020 stands Hipokrat Biba, the man who has signed tenders with inflated values and fictitious contracts that have cost the state over 31 million euros.
From temporary director, to permanent “guarantor” of his colleagues’ affairs, Biba has become the symbol of an enterprise that lives by stealing from the citizens who support it with taxes.
"Albanian Post" has been a financial 'black hole' for years, where public funds end up in the pockets of a handful of officials who have built the most sophisticated system of robbery with legal documents.
At the center of this scheme stands Hipokrat Biba, the company's legal director, who has been the architect of every manipulated tender, fictitious contract and dubious auction during the period 2020–2024.
From the reports of the Internal Audit and the Public Procurement Agency, it appears that Hipokrat Biba has signed 243 procurement procedures and 72 contracts, of which 213 are with serious legal violations, causing the company a financial damage of 31 million euros.
In 133 cases, the tenders were canceled by the PPA because the values of the limit fund exceeded the budget approved by the government and the Post Office Board of Directors.
The rest were developed with violations, through speculation with technical specifications, fictitious additions and the selection of predetermined companies.
This "skill" has made Biba untouchable by every new manager who has come to the top of the Post Office.
While the directors have changed; Laert Duraj, Ervin Bushati, Ardit Demiri, he has remained there, guaranteeing the continuity of the thefts.
In fact, for everyone, Biba has been the bargaining man, who "fixes" tenders, cleans papers and keeps the dark files of corruption.
His story at the Post Office is a typical manual on how a captured administration works.
On March 19, 2021, when the then director Laert Duraj left to run as a SP deputy, the Government appointed Biba, interim director of the Post Office, while also leaving him as legal director.
The goal was clear: to close the 44 tenders that were in process, worth 14.6 million euros, and to erase the traces of the abuses of the previous two years.
After “cleaning” the papers, in May 2021 Duraj returned, keeping Biba in the same position and continuing to cooperate on the completion of the remaining contracts.
Only during the period March-September 2021, when Hipokrat Biba was also the interim director of the "Albanian Post", tenders were held that constitute a record of abuse.
The most famous of them is the one of September 9, 2021, just three weeks before his departure, for the maintenance of citizens' queues at the counters of the Central Post Office of Tirana, worth 145 million lek.
The internal audit described this tender as "an example of theft", as it had neither a real object nor economic criteria, but only fabricated invoices for three years of non-existent service.
After 2021, “Albanian Post” was led by Ervin Bushati and then Ardit Demiri, but Hipokrat Biba remained in place, becoming a silent guarantee for all new affairs.
In fact, he is the permanent link between the directors who come to steal and the politics that protect them.
Instead of being fired and reported for 31 million euros of documented theft, he continues to be paid as legal director and draft new contracts, being “the right man for every theft”.
In addition to tender abuses, audits have also revealed an illegal use of auction funds and contracts with private entities, which were used as an instrument for money laundering.
However, no report has been sent to SPAK, since as is known, Hipokrat Biba has been a loyal servant of every politically appointed director, and a guarantor for the distribution of benefits at higher levels.
"Albanian Post" has become a symbol of institutions that do not provide service, but robbery.
