Sali Berisha's attacks on the Ministry of Infrastructure, following the SPAK proceedings, have an unexpected background: the expert who approved the economic balance sheets of the Llogara Tunnel is his niece, Shpresa Breçani.
The same accountant has previously signed the balance sheets of the Gërdec projects, Damir Fazlliç, the "Partizani" towers and companies linked to businessmen suspected of money laundering.
For several days, former Prime Minister Sali Berisha has launched a daily political offensive against the Deputy Prime Minister and the Minister of Infrastructure, following the proceedings by SPAK on the issue of the Llogara Tunnel tender.
In every public statement, Berisha calls for “arrests”, presenting the investigation as a symbol of government corruption.
But the facts show that within this project, one of the most important firms in the financial balance sheets belongs to his family.
According to documents obtained by "Pamfleti", the accounting expert who certified the balance sheets of the Llogara Tunnel works is Shpresa Breçani, the daughter of Sali Berisha's sister.
Her appointment as an expert was made by "Gjoka Konstruksion", the company implementing the works on behalf of the Turkish concessionaire.
Shpresa Breçani was responsible for cost analysis, approval of balance sheets, and financial reporting of the project, a task she performed until August 2025, when the basic investment accounts were closed.
If the investigation reveals abuses of costs or inflated expenses, the responsibility falls directly on the experts who certified the balance sheets, that is, on Shpresa Breçanin.
The same expert previously served as an accountant in some of the largest financial affairs of the Berisha period, including:
- Gërdec balance sheets,
- Damir Fazlic's companies,
- the towers of the “Partizani” complex,
- Rezart Taci's ARMO,
- Belle Air company,
- and businesses linked to international gambling, call-center and money laundering networks of the Italian mafia "Sacra Corona Unita".
The long list of companies where she has been an auditor shows that Shpresa Breçani is one of the names most used for the financial justification of major government projects, but she has never been investigated for any case.
In the case of the Llogara Tunnel, her presence creates a direct conflict of interest, because Berisha, who is now accusing her of corruption, is politically connected to the person who signed the balance sheets of the same project.
The Llogara Tunnel was built by a Turkish consortium that then subcontracted “Gjoka Konstruksion”, a company that has received government projects from every government for years.
In this scheme, the role of financial experts is essential: they are the guarantee that costs and payments are justified to the state and banking institutions.
The irony is that Berisha is demanding the arrest of a minister who did not sign the balance sheets, while the expert who approved and stamped them is his close niece.
This makes it clear that the political attacks on Balluk are not about justice, but about trying to divert attention from the threads that lead to Berisha's own court.
In conclusion, the fact that Shpresa Breçani was a financial expert for the Llogara Tunnel constitutes the clearest proof that the old networks of political and economic interests have never been separated from strategic public projects.
