In the fight for the ownership of the land at the entrance of the Shetaj area to Kepi i Rodoni, the main character was the former deputy of the SP, Mark Frroku, a personal friend of the Prime Minister Edi Rama, who was arrested by the police on the charge of armed violence for seizing property.

But two decisions of the National Council of the Territory 2 weeks ago, prove that Edi Rama, not only did not sever ties with the former deputy of the SP, Mark Frroku and his brother Arben Frroku, who is imprisoned in the Netherlands, but also gave them concessions on state property for free.
By Decision no. 24, dated October 18, 2023 of the National Council of the Territory, Babloku, as the chairman of this council, has given Mark Froku, a 35-year concession for the construction of a wind power plant with an installed capacity of 2 MW and the construction of works, facilities and auxiliary infrastructure for it.
He gave this concession to build it in the Kçira area of Pukë Municipality, with the developer company "Dembacaj 2020 Sh.pk" created on March 2, 2020, which is 100% owned by his actress wife Rudina Dembacaj.
This company has as its object the business of building industrial works and electricity production facilities; which means that the transaction between Edi Rama and Mark Froku was made before its creation, as the law stipulates that the company has more than 2 years of activity.
The second concession with a term of 35 years has been granted to the company "AM-L Group Sh.pk" owned by Arben and Mark Frroku, construction of a wind power plant, with an installed capacity of 2 MW and construction of works, infrastructure facilities auxiliary to it; and both will be built on a total area of 8.8 hectares of free state land./ Pamphlet
