The first action/ On October 25, 2022, just 3 days after Fatmir Bektashi was notified to appear at SPAK for the former "Partizani" complex; together with the partner Jamarbër Malltezi, decided to change the ownership form of the company, from "Albanian Company", to "Albanian-German Joint Company", with 70% a German company, but surprisingly not declared in the CKB.

Second action/ On October 3, 2023, four days before SPAK seized the computers of the "Homeplan" company; and 2 weeks, two weeks before the arrest of Jamarbër Malltez and Fatmir Bektashi, they put the company into 100% liquidation, with Fatmir Bektashi as liquidator.
According to them, the reason for the transition of the tower company to total liquidation is allegedly the loss and the end of operation as a construction business, when "Homeplan Sh.pk" of Bektashi and Malltez continues to build 34 buildings in the complex "Magalem 21" in Tirana, which Prime Minister Edi Rama advertised on "ERTV" and "FB".
If this company is at a loss and does not perform its function, there is no need for the CKB to agree to be declared and registered as a company in liquidation with the owners Malltezi and Bektashi as liquidators, but to be taken to court as a bankrupt business, where a liquidating administrator is appointed for the capital of her.
In the information, it is said that during the investigation process, traces of the concealment of capital, income and profits of the company "Homeplan" of the towers, have led to the companies "Kontakt", "Swarco" and "Berndard Engineers", which are owned by Fatmir Bektashi, German-Austrian Gunther Kofler, Pandi Carapuli and Jamarbër Malltez in the shadows.
