After attempting to kill a 27-year-old man, Arnold Cara, Ylli Cara's man and Ilir Proda's driver, is protected by the police. The victim is declared wanted, the prosecutor is threatened, and the Police Director carries out the crime orders. SPAK is silent!
Following the denunciations published by Pamfleti about the crimes of Ylli Cara's gang, including assassinations and hostage-takings covered up by senior State Police leaders, one of the victims of a hidden attack has decided to break his silence.
This is about the 27-year-old from Kukës, Eduart Koboçi, who on May 13, 2025, was the target of a gun attack in the "Palace of Arrows" area in Tirana. The perpetrator of the attack, according to Koboçi's own testimony and the evidence in the hands of journalist Klodiana Lala, is Arnold Cara, the cousin of Ylli Cara, a person close to the head of the State Police, Ilir Proda.
Koboçi claims that Cara shot him nine times with a firearm, after a previous conflict between them. The incident was attempted to be covered up by the police themselves, who have declared Koboçi wanted, not for the assassination attempt that happened to him, but for "leaving the scene of the crime", as if he were the perpetrator, not the victim.
Meanwhile, Arnold Cara, the author of the assassination, has been protected and hidden by the police structures, with the direct support of Ilir Proda himself. This is because Arnold Cara is not a random name, he is the trusted man of Ylli Cara, who is not only a partner and financier of Ilir Proda, but is considered the real leader of the State Police.
According to inside sources, Ylli Cara donated an apartment in Tirana to Ilir Proda, financially supported his rise and was the silent guarantee for his accelerated career.
In fact, the Police Director answers to Cara, not to the Minister of Interior, and this is a fact known to all internal security actors in the country, including SHISH, SPAK, AMP, embassies, and Edi Rama himself.
Arnold Cara, although without legal income, turns out to be a "businessman" with bars, casinos, warehouses and real estate, which are managed by people close to him. He serves as Ilir Proda's unofficial driver, and at the same time, as his supervisor on behalf of Ylli Cara.
This criminal structure, which has included a significant part of the State Police hierarchy, is also responsible for the kidnapping and rape of OSHEE's biller, Rubena Hasa, which occurred a few months ago, an event that was once again closed in silence, without real punishment.
Today, after the failed assassination attempt on Koboç, direct pressure is being exerted on the prosecutor in the case, with the aim of closing the file and criminally exonerating Arnold Cara.
According to sources from the prosecution, the prosecutor is in a dilemma between refusal and fear, while SPAK continues to remain silent, even though the case has all the elements of a structured criminal group with the involvement of senior state leaders.
If this file is closed as an "accident", as has happened before, it will be further proof that the State Police has become an instrument in the hands of the mafia, and that the general director is simply a functionary delegated by a crime boss./ Pamphlet
