Identified as the boss of the criminal network that defrauded thousands of Europeans, Olsi Rama was removed from the file in Albania and protected by the police and SPAK, while Josifi fled to Dubai. Lobbying in Spain and the official silence that follows...

After escaping from the shackles in the sensational "Xibraka" file during the years 2014-2016, with the disappearance of evidence and the intervention of the police and the prosecution, Olsi Rama has again escaped justice; this time for the international "Call-Center" file, where he appears as the head of a criminal network, together with Amant Josifin.

According to investigative documents from Spanish justice and the European structure EUROJUST, the "Rama-Josifi" criminal group defrauded thousands of citizens and businesses from Spain and several other EU countries, extorting millions of euros through a network of "Call Centers".

After a long two-year investigation, the Spanish authorities, in cooperation with European partners and with the declared assistance of the Albanian police and SPAK, carried out Operation "Storm" in Albania, where several centers connected to the network in Tirana, Durrës, Elbasan, Fier and Vlora were raided.

But while the action on paper was "joint", the police dome and segments within SPAK acted to thwart the arrest of Olsi Rama and Amant Josifi, who were identified as the organizers and main beneficiaries of the criminal activity.

Instead of implementing the official request of Spain and EUROJUST for their arrest, a sophisticated maneuver was carried out to protect them: the operation was debunked, the evidence was diverted, and Olsi Rama's name was removed from the file in Albania.

Amant Josifi, a former advisor to the Ministry of Defense, was warned in advance of his arrest, the police simulated a search for him, then declared that they "did not know him" and finally, that he was abroad.

In fact, Joseph was allowed to leave for Dubai, without any hindrance from the Albanian authorities.

For Olsi Rama, another protective mechanism was used: SPAK did not issue an arrest warrant until the Spanish side submitted the formal request on November 22, 2022. At that moment, the Albanian side had removed Olsi Rama's name from the file and submitted a "corrected" version, which avoided any confrontation with justice.

But the plan did not go quite as expected. Erind Pisqyli and Berlando Saraçaj, two of those arrested in the operation, admitted in their statements that the head of the network in Albania was Olsi Rama, while Amant Josifi was a “presta nome” who served as a mask. This detail was confirmed and published by the prestigious Spanish newspaper “El País”, which emphasized that the Spanish authorities continue to seek the arrest of Olsi Rama, who escaped arrest through the direct protection of his brother, Prime Minister Edi Rama.

When the situation threatened to escalate, Edi Rama moved the last stones to finally close the file. According to reports from the Spanish Secret Service (CNI) published by “Pamphlet” on July 20, 2024, at the tourism fair in Madrid (January 23–24, 2024), Rama organized a silent lobbying through three powerful businessmen from Dubai, who had access to vulnerable segments of the Spanish justice system.

The result? Olsi Rama's name disappeared from official communications with the Spanish justice system, while he himself is no longer the subject of their public prosecution. But sources from EUROJUST emphasize that he remains on the priority list of a separate file that is being kept for a parallel investigation.

Meanwhile, in Albania, the evidence for Olsi Rama has disappeared, the files have been "cleaned" and SPAK is no longer active. Amant Josifi is no longer listed as a wanted person, with the absurd excuse that "Spain is investigating him", when his criminal activity took place within Albanian territory.

This is the real story of an international criminal file, disappeared by political order and institutional fear, in a country where justice only works for the little ones, while the "big ones" hide behind power and the passport of the prime minister's brother./ Pamphlet
