The ignorance of the CBK governor, Ahmet Ismaiili, goes so far that he does not even deal with the 300,000 euro lawsuit filed against the Ministry of Finance by the Kosovo Insurance Bureau...

In an attempt to hide the financial crime and the fraud it did to the government with fake policies, the Kosovo Insurance Bureau has sued the Ministry of Finance.

The lawsuit was filed in the Commercial Court in Pristina on 05.07.2023 and damages in the amount of 292,916.00 Euros are requested.

"Pamphlet" has secured the lawsuit through which the Kosovo Insurance Bureau (BKS) raises the claim that its basic rights have been violated, causing significant financial damages. For this reason, it requests from the court that after reviewing the lawsuit and the attached evidence, it should be decided that the plaintiff, i.e. BKS, be compensated for the damage, such as the lost profit in the amount of 292,916.00 euros, with legal interest from 01.08.2020 ( date of signing the memorandum).

The agreement between the government of Kosovo and the BKS exempted immigrants from paying the border police, with the government taking over its payment.

In 2020 and 2021, the policy was obtained for free at the border by citizens, while in 2022 it was decided to do so with reimbursement.

The Government of Kosovo decided to cover the cost of border police for immigrants, while the application for reimbursement was made online.

At the meeting of January 26, 2022, the government cabinet decided to give 3 million euros to the Ministry of Finance for this issue, while for 2021, the Government of Kosovo had allocated 5 million euros for reimbursement.

Through an online platform, immigrants could be provided with forms even though they were not very informed about the form of reimbursement.

Why is the Ministry of Finance not paying?

Sources of the "Pamphlet" confirm that a commission has been formed by the Ministry of Finance and the Border Police to verify the refund process and an amount of around 300 thousand euros has been set in the name of the refund, but that even this is not being paid to BKS from the Government.

The ignorance of the governor of the Central Bank of Kosovo (CBK), Ahmet Ismaili, goes so far that he does not even deal with the lawsuit filed against the Ministry of Finance by the Central Bank of Kosovo.

Although the CBK, which is the legal supervisor of the BKS, Ismail is not interested at all as to why the agreement between the BKS and the government has not continued.

The Government of Kosovo has not paid the BKS the costs for reimbursement of the policies issued to the refugees on the grounds that they were forged by the BKS.  

Hundreds of border polices, without refugee signatures but signed by a person, have already been sent to the government or potentially compensated.

The news was even confirmed by the former director of Border Police at the Kosovo Insurance Bureau, who brought dozens of policies as proof of these abuses.

"The policies have been misused as they have not been signed by the expatriates for various reasons. Under the pressure of an order given orally by the director of the Kosovo Security Bureau, Sami Mazreku, the border police officials signed them and proceeded further", Faton Pacolli, former director of border police in BKS.

"The officials of the border polices have signed them even though the polices were empty and the emigrants did not sign. I warned them about such an action and for all this I have the correspondence that I communicated by email", said the former director who brought the policies with forged signatures as evidence.

On the other hand, BKS officials headed by director Shefik Gerbovci, do not deign to return any official answers to the questions addressed by "Pamphlet". Even Gerbovci at the time of the misuse of policies when Sami Mazreku was the head of the BKS, he (Gerbovci) was the leader for information that turns out to possess all the truth of this case, but he does not act. He is also suspected of being involved in the case.

Sources within the Kosovo Police inform "Pamflet" that all the persons involved in this scandal have been interviewed and have requested that the payment be stopped, but it seems that the BKS has been instructed to file a lawsuit to escape the accusation. a claim that eventually drags out the criminal process. / Pamphlet
