Without even starting his fourth term, Prime Minister Edi Rama has decided to do another financial favor to his oligarchs, friends and clients, to whom he has donated land, forests, beaches, concessions, licenses and building permits.
According to confidential sources within the Ministry of Finance, starting from September 1, 2025, strategic investors and beneficiaries of assets with "1 Euro Contracts" will have customs clearance open for their businesses.
By an internal order of the Minister of Finance, Petrit Malaj, these companies will import machinery, equipment, raw materials and auxiliary materials without paying customs duties. The exemption also includes goods in the excise package, causing millions in revenue losses for the state budget.
This favor is not an initiative of the minister, but a direct scheme of Prime Minister Edi Rama, to avoid these businesses from financial obligations. Every company with "Strategic Investor" status and every beneficiary of assets with "1 Euro Contracts", including Olta and Artan Gaçi, Ilir Trebicka, Gaz Demi, Sandër Sarapuli, Idajet Ismailaj, Gjergj Luca, Adnand Hako i salameri "Hako" and Lul Morina, will import machinery and raw materials without customs duties.
Customs at land and sea border points have been ordered to allow any cargo of these investors to enter Albania without quantitative restrictions. According to the register of the Strategic Investment Committee and the Concessions Agency, there are 76 strategic investors and 245 beneficiaries of assets with “1 Euro Contracts” who will benefit from this privilege.
The beneficiaries will also be the companies of the government's friends, such as Timak Defence, of Arjeta Puca and the Israeli Ron Yeffet, who will have a monopoly on the army vehicle. This new exemption from customs duties is a continuation of the 20-35 year privileges from tax obligations and central and local taxes, turning the state into a tool of oligarchs and political clients./ Pamphlet
