The investigation conducted on the concession company Bankers for fiscal fraud, involvement in the theft of VAT refunds with false invoices and payments for unperformed services, has brought to light the involvement of the company H2015 sh.pk, owned by former minister Besnik Mustafaj and his son, Dardan Mustafaj.
The company H2015 sh.pk, with consultancy activity, has received 300,000 euros from Bankers for fictitious services, payments that do not explain the activity performed. In the employee registers, the company appears only with Dardan Mustafaj, who holds the position of General Director. This scheme, according to the investigation of the Pamphlet, seems to have functioned as a channel to secure illegal and swindling benefits from Bankers' billions.
But Dardan Mustafaj's activity does not end here. He is part of the staff of the concession company Container Terminal at the Port of Durres (Kurum group) as Legal Director with a monthly salary of 1.8 million lek, and receives additional payments for legal representation in court cases, including arbitration against the Albanian state.
In addition, he works as a full-time legal consultant at Kurum (2.2 million lek/month) and as a Lawyer at ELE TRADING Sh.pk, a company based in Kukës, with a monthly salary of 1.5 million lek. The company focuses on consulting for chrome companies.
Since October 2024, Dardan Mustafaj has also been Legal Director at the GSA group, which monopolizes the purchase of electricity from KESH and the sale to OSHEE, represented by the companies GSA-Ferrokrom Burrel Sh.pk, GSA Energy Sh.pk and SAN Sh.pk, controlling the import and export of energy and industrial equipment.
His position in the public sector is also closely linked to the family's political power. Dardan Mustafaj served as an advisor to the Constitutional Court (March 2009 – May 2013) and as Head of Sector at the State Attorney General (June 2013 – February 2014). Most recently, the DP nominated him for the position of Ombudsman, as part of the power-sharing agreements between Sali Berisha and Edi Rama.
This case shows a clear pattern of using political power for private gain, where public money and concession contracts are transformed into personal benefits for the families of officials and monopolistic networks in strategic sectors of the Albanian economy./ Pamphlet
