Immediately after the May 11 elections, Prime Minister Edi Rama ordered the Minister of Finance, Petrit Malaj, to draft a detailed tax report within July, including a list of the most typical construction companies involved in long-term tax evasion.
According to information provided by the Pamphlet, Minister Malaj set up a joint group from the Ministry of Finance and Taxes, which drafted the factual report that included the names of 30 large construction companies, which result in the Central Bank and Taxes, but have not paid any fiscal obligations and have not submitted financial documents for a decade.
The purpose of the report has not been made clear, but there are suspicions that it was used to exert pressure on companies, keeping them under control, in addition to direct connections and bargaining with the owners.
However, just four days after the report was submitted, Minister Petrit Malaj was urgently invited to the government villa in Dhërmi, where Edi Rama was vacationing, to discuss the construction companies that had been included in the tax evasion list.
According to the information provided, Babloku "scolded" Minister Malaj for including in the report companies belonging to businessman Mihal Delijorgji, including:
· Park Construction Albania Ltd
· Mandalay Group Holdings Corp
· Bramer Ventures Co.Ltd
· Hellenic Bakery
These companies, which have been engaged in construction and merchandise trade for more than a decade, have not paid local taxes, profit tax, or submitted annual balance sheets.

The Ministry of Finance report also reveals that Mihal Delijorgji has built apartment complexes, commercial units and banks in the area of the former Mall Park on Kavaja Street, on state land of the Ministry of Economy and Finance and the Ministry of Interior, donated by Edi Rama with the claim of "Urban Renaissance", in exchange for 33% of the built area.
According to the report, Delijorgji has not submitted either his share of 33% of the land, nor 3% of the construction area as a contribution for social housing, and has not paid any other taxes for his 10-year activity.
The removal of the names of Delijorgji's companies from the tax evasion report was carried out on the orders of Edi Rama, perhaps also to protect the interests of Minister Blendi Gonxhe, who has family ties to Delijorgji: their wives are first cousins and sign the companies' financial documents.

The Park Construction Albania company was registered with the National Council of Construction on July 8, 2015, just one month after Blendi Gonxhe returned as number two in the Municipality of Tirana, where through decisions of the National Territorial Council, construction permits were passed to Delijorgji.
This scandal shows that for 10 years of activity, Mihal Delijorgji and his companies have operated without paying taxes and with government support, exploiting connections with political structures and senior state officials.
