Apparently, the chair is quite sweet, even when it came as a gift after a mishap of the rector he replaces as commandant.
At 3:30 p.m. today, the losing candidate in the elections at "Luigj Gurakuqi" university, the commanding rector Rajmonda Këçira, appealed the decision of the Institutional Elections Commission - KIZ, which declared the winner prof. dr. Tony Gjuraj.
Keçira's reasoning is based on the "logic" that none of the candidates received more than 50% of valid votes. For this, she refers to Article 4, point 11 of the Election Regulations at the "Luigj Gurakuqi" University of Shkodra, the content of which you can read below.
Of course, the rector commanded after the dismissal of Suzana Golem for the affair that broke out publicly and which is still in the hands of the Albanian justice, does not have the necessary legal culture and deliberately moves to point 11 without stopping at point 9, which can read it yourself.
With simple legal logic, which members of KIZ* had in mind when they announced the decision (in the commission there are personalities who have also administered national elections such as Gaspë Kokaj, former vice-chairman of the CEC) for prof. dr. Tonin Gjuraj as the winner, new rector.
It is easy to understand that, if you continue with the reading of point 11, you should first go from 9 and especially from 10, which clearly speaks for the only candidates, who are obliged to receive 50%+1 pro vote.
The system of these elections is the same as that of local government elections, where the candidate who received the most votes is declared the winner. Apparently, the chair is quite sweet, even when it came as a gift after a mishap of the rector he replaces as commandant.
It is clear that the Appeals Commission will not "take the mind" of Keçira, who in desperation also overcomes the points of the election regulation. Fortunately, there are precedents when the winner was announced as the rector who received the most votes, regardless of whether it exceeded 50%+1 or not.
In the end, according to the law, it will be the minister responsible for education, who will verify the implementation of legality for the election of the rector of the "Luigj Gurakuqi" university and will send the name to the President of the Republic for decree. And to conclude, all present members of KIZ have signed their decision without any reservations. In fact, they dropped 5 complaints, as Kçira himself published and then deleted on social networks a post about the elections.
This movement simply brings this HEI back into the spotlight once again, influencing the acting leader herself, to damage the image of the University of Shkodra "Luigj Gurakuqi"./ Shkodraweb
