Here are the businessmen who are being screened by SPAK for road affairs...
The Special Prosecution Office against Corruption and Organized Crime (SPAK) has received authorization from the Special Court to continue examining and analyzing electronic devices seized as part of the investigation into the road affairs.
The decision was signed by Judge Erion Çela and paves the way for the analysis of the cell phones and computers of former officials Erald Elezi and Gentian Gjyli, who held management positions at KESH and ARRSH and are under investigation for suspected abusive procurement procedures.
The investigation, which is being led by prosecutors Klodian Braho, Dorina Bejko and Dritan Prençi, will not be limited to former officials, but will also extend to the electronic devices of several businessmen and construction companies that have benefited from public tenders. The focus will be on communications through platforms such as WhatsApp, Signal and official emails, with the aim of identifying possible contacts, informal agreements or interference in procurement procedures.
The review process had been suspended for a period of time pending an interpretation by the Constitutional Court regarding seizure procedures and respect for privacy, but following this development, the Special Court has given the green light to SPAK to continue with the full analysis of digital evidence.
As part of this investigation, on December 26 last year, inspections were carried out at some of the largest construction companies in the country, including Bashkim Ulaj's "Gener 2", winner of the tender for the Thumanë-Kashar road, as well as Ilir Shtufi's "Nova Construction - 2012", part of Lot 4 of the Grand Ring Road in Tirana. The inspections were later extended to Arbër Abazi's "Alko Impex", Artan Sako's "2T", Paqsor Buzi's "GPG Company", Ylli Senka's "Senka", the "Albstar" company and Pëllumb Salillari's "Salillari", all involved in major infrastructure projects, mainly in segments of the Grand Ring Road in Tirana. Following today's decision, SPAK will open the businessmen's mobile phones and other computer devices.
Sources from the investigation indicate that initially the focus was on the documentation seized at the Ministry of Infrastructure, but as the case progressed and new data emerged, the intensity of the investigative actions increased. From a small group of investigators at the beginning, at least 10 officers from the National Bureau of Investigation have now been engaged, who are analyzing in detail the digital evidence and other seized materials.
The facts so far point to an expanding investigation, which aims to clarify whether there was illegal cooperation between public officials and economic operators in tender procedures, while any conclusion on criminal liability remains in the final assessment of the prosecution and the court. /Pamphlet
