With the appointment of Ermal Nufi as Minister of Defense, Edi Rama neither refreshed the government nor purged it. He replaced Pirro Vengu with another figure previously used in key positions, whose name is linked to suspicions of benefiting from public funds, building permits, private service licenses, and influence in sectors that affect national security.
Minister Ermal Nufi's connections with financial interests and public assets, according to the aforementioned data, extend to several companies, including "BE-IS" sh.pk, "HEC-Kalisi Hydropower" and "Maritime Logistics" sh.pk, where his brother, Edmir Nufi, is a partner with 30 percent of the shares, in partnership with Hamz Islamaj.
During the SP government, Ermal Nufi has held a number of influential positions, directly related to road tenders, reconstruction, municipal investments, airports, seaports, and the energy sector.
According to the allegations presented, precisely through the power that Ermal Nufi exercised in these positions, the company "BE-IS" sh.pk, owned by his fellow villager and brother-in-law Hamz Islamaj, has benefited during the "Rama" government from around 173 million euros in tenders, part of them in collaboration with other companies favored by the government.
Of this amount, around 110 million euros are related to road tenders and central and rural public investments, areas related to the duties that Ermal Nufi held until shortly before his appointment as Minister of Defense.
In addition to high-ranking positions in the Ministry of Infrastructure and Energy and the Prime Minister's Office, Ermal Nufi has also held other important positions, such as Chairman of the Management Board of the Albanian Road Authority, member of the Board of the Albanian Cadastre, member of the Board of the "KAYO" company, member of the Board of the "Alabbar" project company, member of the Board of the State Agency for Geospatial Information and consultant to the Albanian Development Fund.
Meanwhile, his brother, Edmir Nufi, is a member of the Advisory Board at the Albanian Investment Corporation, along with the current director of the Albanian Road Authority, Ami Kozeli.
According to the information referenced, the minister's brother's partner, Hamz Islamaj, has also been involved in the construction of towers in Tirana. On February 20, 2025, he obtained permission for a 27-story building, a project for which doubts are raised about the real source of financing and the interests hidden behind it.
Another node of this scheme, according to the allegations, is the company "Maritime Logistics" sh.pk, where Edmir Nufi and Hamz Islamaj own shares and which operates in the sector of loading and unloading containers and refrigerated goods in the Port of Durres, a structure linked to the place where Ermal Nufi has exercised institutional influence.
According to the aforementioned data, this company has not declared tax balances for several years. A year after its creation, it formally suspended its activity, and then resumed it, at a time when, according to the cited sources, it had attracted interest from anti-trafficking, anti-smuggling structures and US-EU partner agencies.
The most serious allegation relates to suspicions that this company is used to facilitate illegal activities at the Port of Durres, exploiting institutional connections and protection that guarantee the avoidance of police, border, customs and anti-crime controls.
If this data is verified by law enforcement agencies, then the appointment of Ermal Nufi as head of the Ministry of Defense does not appear to be a political choice to strengthen the government, but rather as the relocation of a figure with deep vested interests to one of the most sensitive departments of the state.
