
A new report by the UN Commission of Inquiry into Ukraine presents a growing body of evidence of war crimes and possible crimes against humanity committed by Russia in its war of aggression against Ukraine.
The report, which was presented to the UN Human Rights Council on Monday, paints a picture of widespread violations and abuses against the civilian population, as well as the widespread and deliberate destruction of essential infrastructure.
" The Commission is concerned by the continuing evidence of war crimes committed by Russia's armed forces in Ukraine. As we enter the second year of the armed conflict, the people of Ukraine continue to deal with the loss and injuries of their loved ones, the widespread destruction, suffering and trauma, and the resulting economic hardship. . Thousands have been killed and injured, and millions continue to be displaced inside or outside the country ," said Erik Mose, chairman of the commission.
Russia boycotted the proceedings and was not present in the hall to respond to these accusations. In the past it has denied targeting civilians. The latest figures from the Office of the UN High Commissioner for Human Rights speak of 9,614 civilians killed and 17,535 wounded since Russia attacked Ukraine in February 2022. Statistics from the UN refugee agency (UNHCR) show that 5.1 million people are internally displaced within Ukraine, and another 6,197,200 have fled to other countries as refugees.
Since it was created in March 2022, the three-member commission has visited Ukraine more than 10 times, to gather information from government authorities and to "hear shocking testimony" from victims and witnesses of abuses.
"The commission expresses its regret that all communications addressed to the Russian Federation continue to remain unanswered ," Mose said.
Investigators report that "attacks with explosive weapons in populated areas have caused widespread destruction and damage, and have been the main cause of death and injury among the civilian population."
They have documented attacks with explosive weapons on residential buildings, a railway station, commercial warehouses, medical facilities and others, which have disrupted services and vital supplies.
" In most cases, there seemed to be no military presence in or near the damaged sites, " Mose said.
In Kherson and Zaporizhia, regions long under the occupation of Russian forces, the commission gathered further evidence showing that the use of torture by Russian armed forces in areas under their control has been widespread and systematic, noting that the main targets of torture were persons accused of being informers of the armed forces of Ukraine.
Mose told the council that the torture was mainly carried out in various detention centers controlled by the Russian authorities and that "the torture was carried out with such brutality that it caused the death of some of the victims".
