"The time for supporting stabilocracy in Serbia is over. It is clear to everyone that this is unsustainable," says Vladimir Prebilić, a member of the European Parliament from the European Green Party.
According to him, the reason why some EU member states remain cautious about the situation in Serbia is the fear that if the EU pushes the Serbian government too hard, the country's President could trigger new crises and destabilize the region.
"I believe that the European Commission understands that things cannot continue like this. We only need to look at the latest Eurobarometer survey, which shows the low level of trust among Serbian citizens in the EU and their limited support for the accession process, while in some EU member states there is a growing concern about Serbia's membership because of what they see happening in the country. I think the Commission has understood that the old approach no longer yields results," said Prebilić.
The European Parliament debated the ongoing protests in Serbia last week in Strasbourg. During the session, most MEPs criticized the government in Belgrade for increasing authoritarianism and police brutality. Members of the European People's Party (EPP) also voiced criticism, while European Commissioner for Enlargement Marta Kos stressed that the EU expects police actions to be proportionate and respect fundamental rights.
Asked whether there is a consensus in the European Parliament that the current situation in Serbia is unacceptable for a country negotiating EU membership, Prebilić said that the majority of MEPs share this view.
"My main impression is about the position of the European People's Party. Until recently, they acted like a fortress, refusing to discuss the situation in Serbia or turning a blind eye. That was why, in the European Parliament, we sometimes could not move forward with certain ideas or resolutions, nor take a clear position when talking about Serbia. I think that is starting to change now," Prebilić stressed.
According to him, there is a growing concern within the group that Serbia is heading in the wrong direction, especially given the stance displayed during the Serbian President's press conference, when he called the MEPs "scum".
“Në këtë pikë, nuk ka më rëndësi se cilit grup politik i përket dikush, kur flet për një anëtar të këtij institucioni në një mënyrë të tillë, të gjithë duhet të reagojnë. Kjo ka të bëjë me vetë institucionin, jo vetëm me individin që përfaqëson Parlamentin Europian. Kjo është arsyeja pse debati i fundit mbi Serbinë në PE dha vërtet ndjesinë se diçka po ndryshon”, tha Prebiliç.
Javën e kaluar, në Parlamentin Evropian u mbajt një diskutim në panel me përfaqësues të partive opozitare serbe, gjatë të cilit eurodeputeti Vladimir Prebiliç njoftoi hapat e mëtejshëm dhe angazhimin e mëtejshëm të ligjvënësve evropianë në lidhje me situatën në Serbi. Një nga këto hapa përfshin formimin e një grupi eurodeputetësh që do të vizitojnë Serbinë.
Duke folur për European Western Balkans, Prebiliç tha se ambicia e tij është që të 6 përfundimet të iniciohen brenda muajit të ardhshëm.
“Gjëja e parë për të cilën ramë dakord është që eurodeputetët nga socialistët dhe demokratët, Renew Europe dhe të Gjelbrit do t’i drejtohen së bashku me një letër Partisë Popullore Evropiane (PPE), duke i kërkuar atyre të marrin një qëndrim të qartë mbi anëtarësimin në SNS. Do të shohim nëse ka gatishmëri brenda PPE-së, por duke gjykuar nga deklarata e Manfred Weber, besoj se ekziston mundësia që anëtarësimi të rishqyrtohet”, vuri në dukje Prebiliç.
Ai shtoi se eurodeputetët do t'i kërkojnë gjithashtu Komisionit Evropian të rishikojë mbështetjen e tij financiare për qeverinë serbe.
“Nëse ende po dërgojmë ndihmë të pakthyeshme, ky nuk është një sinjal i mirë për qytetarët e Serbisë. Kur flasim për fonde, duhet të flasim edhe për kriteret që duhen përmbushur”, theksoi ai.
Ligjvënësit evropianë planifikojnë gjithashtu të ngrenë çështjen e sanksioneve kundër atyre që mundësojnë dhe ushtrojnë dhunë në Serbi. Sipas Prebiliç, kjo do të synonte kryesisht shefat e policisë dhe zyrtarët e lartë, me sanksione që përfshijnë ndalimin e hyrjes në vendet anëtare të BE-së.
Tre grupet politike në Parlamentin Europian, socialistët dhe demokratët, Renew Europe dhe të Gjelbrit, do të kërkojnë gjithashtu dërgimin e një misioni të posaçëm eurodeputetësh në Serbi për të vlerësuar situatën në vend.
“Ne duam të formojmë një ekip të përbërë nga përfaqësues nga të gjitha grupet parlamentare, sepse duam që Parlamenti Evropian të ketë kontakt të drejtpërdrejtë me të gjithë në Serbi. Ne tashmë bashkëpunojmë me Asamblenë Kombëtare dhe me organizatat e shoqërisë civile, por është ndryshe kur je i pranishëm në terren. Do t’i bëjmë thirrje Parlamentit Evropian të mbështesë një mision të tillë që do të vërtetonte të gjitha faktet”, shpjegoi Prebiliç.
Eurodeputetët do t’i kërkojnë gjithashtu Komisionit Evropian të rrisë mbështetjen financiare për median e pavarur në Serbi.
“It is clear to everyone that the situation has worsened since USAID withdrew its support. This has created a financial gap and we believe that it should be filled with European funds. Commissioner Merta Kos also supports this idea and I think it is essential that we share this money, because we all know that without free journalism, there can be no democracy,” Prebilić said in his interview with European Western Balkans. / Adapt Pamphlet/
