
Israel will launch military operations only after civilians leave Gaza, the Israel Defense Forces (IDF) spokesman told CNN.
"The important thing to focus on is that we will only start significant military operations when we see that civilians have left the area," said Lt. Col. Jonathan Conricus. "It's really important that people in Gaza know that we were very, very generous with the time. We gave enough notice, more than 25 hours," he announced.
Meanwhile, the deal between Washington and Cairo to allow more than 500 Americans to leave Gaza through the Rafah crossing remains on hold.
Egypt has explained that it will give the green light only if humanitarian aid passes. The agreement stipulated that 17:00 on Saturday was the deadline for the Americans to cross, but the crossing remained closed.
The Israeli military is planning an attack by land, air and sea, but gave no time or specifics.
Israel has warned the 1.1 million Palestinians living in northern Gaza to evacuate from the south, and thousands have left by vehicle or on foot.
The World Health Organization has condemned the evacuation order and says forcing hospital patients to relocate would be "a death sentence".
Meanwhile, the BBC has confirmed that women and young children were killed when a strike hit their vehicles as they were leaving northern Gaza.
More than 1,300 people were killed in Israel last weekend when Hamas fighters crossed the border to attack civilians and soldiers.
While 2,200 people have been killed in Israel's bombing campaign in the Gaza Strip, launched after that, Palestinian authorities say.
