The candidate of the Alliance of Independent Social Democrats (SNSD) for president of Republika Srpska (RS), Sinisa Karan, is the new president of Republika Srpska.
He succeeds Milorad Dodik in this position. Karan declared on Sunday evening that "the Serbian people have won."
Earlier, SNSD leader Milorad Dodik declared Karan's victory in the snap presidential elections held on Sunday.
"The Serbian people and Republika Srpska can endure anything, but not injustice. They gave a decisive answer: no foreigners! They sent a message that peace and stability are our priority. I also congratulate those who voted against," Karan said, calling on the opposition to "accept defeat with dignity."
He declared that these elections were "the defense of the Serbian people and the message 'No!' to a foreign invader."
"Republika Srpska is not a threat to anyone. The strength of our institutions now is the continuity of the government to make Serbia a more beautiful place to live every day," Karan added.
Asked what the first thing he will do as the new president of RS is, he said he will "continue where he left off, which is the continuation of the current government."
Who is Sinisa Karan?
In the new unconstitutional RS government of Sava Minič, which was voted in early September at a special RS session, Sinisa Karan was appointed Minister for the Development of Science and Technology and Higher Education of Republika Srpska, after spending several years as the head of the RS MUP.
Karan, who has been a member of Dodik's inner circle for years and one of the officials who was ordered by the SNSD last year to form a working group tasked with drafting a plan for the secession of RS from Bosnia and Herzegovina, writes to RFE/RL.
This was emphasized, among other things, in the explanation of the Office of Foreign Assets Control (OFAC) of the US Treasury Department, which on January 17 added Karan, as part of the separatist group that wrote the separatism plan for Dodik, to the "blacklist".
The OFAC statement also noted that Karan and the Secretary General of the RS Government, Dalibor Panic, are being sanctioned for participating in organizing the celebration of the unconstitutional RS Day.
Karan, a former political science student from Sarajevo and a doctor of law from Banja Luka, wrote Klix.ba, is Dodik's top operative for internal affairs and constitutional-legal issues.
Karan was the chairman of the commission for the implementation of the referendum on January 9 as Republic Day. The illegal referendum took place on September 25, 2016. This was confirmed by the Constitutional Court of BiH, which twice declared RS Day unconstitutional.
Despite the fact that he was the head of the implementation of the referendum and that the Prosecutor's Office of Bosnia and Herzegovina filed an indictment against him, as a suspect, and several other people, everything failed. Karan was acquitted of the charges, which gave him, writes Klix.ba, the wind at his back to continue implementing the partition plan.
Karan has a pretty good biography that shows that he has been professionally associated with police and intelligence structures for decades.
From 1985 to 2008, he worked in the internal affairs bodies as commander of the Kupres police station, secretary of the Kupres SUP, head of the crime department of the Sarajevo SJB Center, head of the crime prevention department of the Republika Srpska MUP, head of SIPA criminal investigations, and head of SIPA financial intelligence department.
From 2008, he was employed in the Office of the President of Republika Srpska, where he performed the duties of advisor to the President, and from 2009 to 2019, he held the position of Secretary General of the President.
Since January 2019, he has performed the duties of the Secretary General of the Government of RS. From December 2022, he was elected Minister of Internal Affairs of Republika Srpska.
Karan is one of the most vocal genocide deniers and an opponent of the UN resolution that declares the genocide in Srebrenica an indisputable historical fact.
