UN Secretary General Antonio Guterres said that the situation in Gaza has reached a new dangerous level.
"We need immediate humanitarian access to all of Gaza so we can get fuel, food and water to all the people in need. Even wars have rules," he said.
Guterres said he was in constant contact with regional leaders to focus on ways to reduce suffering. Also at the UN, the Palestinian envoy called on the UN Secretary-General to do more to stop a "crime against humanity" by Israel.
"He needs to do more. Whatever has been done is not enough. We need all of us to do more to stop this crime against humanity," said Riyad Mansour.
The 15-member UN Security Council will meet behind closed doors on the conflict.
