Despite negotiations in Abu Dhabi, the risk of Russia-Europe war remains very high

Europe must abandon moralism and sit at the table as a realistic player, taking into account its specific security needs. In an era of disunity where “guardian angels” no longer exist, strategic self-confidence remains the only way to avoid the risk of military escalation.

Over the past two days in the United Arab Emirates, three delegations were present from the US, Russia and Ukraine. Europe was absent. However, there is a secret issue that is not being discussed.

Zelensky is boasting about a deal he reached with Trump to buy Patriot missiles. After the first day of talks, Moscow spoke of the need to return to the “anchor format,” the one held at the Putin-Trump summit (August 2025), where the Ukrainians were absent.

For Marco Bertolini, general of the Folgore Brigade and commander of special operations in Lebanon, Somalia, Kosovo and Afghanistan, these are understandable statements and have a tactical nuance. According to him, both sides, Russia and Ukraine, aim to weaken the other side, even at the negotiating table.

Above them, the shadow of the disputed territories looms unwavering. But Bertolini expands his analysis. “Today we are not in a phase of transition, but in a phase of disintegration,” he says. A disintegration that affects the international order, the role of the United States, the further marginalization of Europe and the real risk of selective escalations, that is, not total, but with specific goals.

At a time when there is much talk of restraint and little of reality, Bertolini urges us to lower our voices, to stop dividing the world into good and bad, and to accept an unpleasant fact: today Europe does not decide, it is suffering. And there is no longer any "guardian angel" ready to protect it.

New negotiations are taking place in the United Arab Emirates between the United States, Russia, and Ukraine. Could this be a turning point, or is it likely to remain just a political announcement?

First of all, it must be said that this is a new moment. It is the first time that the three parties have met at this level, not technical, but political-strategic. In the past, there have been efforts in Minsk and Turkey, which no one remembers today because they produced nothing. However, now we have interlocutors who have the means. And this makes the difference.

What does this mean specifically?

So, there are no weak observers or mediators at the negotiating table. The United States is acting as a liaison, while Russia has sent a high-ranking intelligence official, the director of the GRU. This means that Moscow is taking the issue seriously. When you send officials of this level, it means that you are defining “red lines” and not engaging in rhetoric.

Do të bëhet Ukraina pjesë e NATO-s?

Ç’do të ndodhte nëse do të dështonte?

The last mechanism of nuclear arms control would be out of play. And that is extremely dangerous. The powers would feel free to rearm as they please. And sooner or later, atomic weapons would be used. In this case, there is no ideology, but military history.

Some are already talking about a new arms race. Is this an overestimation?

No, it's a real possibility. We're at a point where more crises are happening in a few days than we've seen in decades. Ukraine, the Middle East, Greenland, internal divisions within NATO, even between historically connected countries like the Anglo-Saxons. It's a system that's collapsing.

Canadian Prime Minister Mark Carney said: “We are not in transition, we are in an era of disruption.” Is that really true?

Yes. A balance that until yesterday we took for granted has been disrupted. And this worries us Europeans above all. We believed that North Atlantic solidarity was eternal. In fact, it is not. There is no longer a guardian angel watching over our security.

What then is the message that European citizens and elites should take to heart?

Lower your voice, abandon moralism, and stop dividing the world into good and bad. Each country must consider its own security needs, which are not the same for everyone. The Mediterranean and the Baltics are not the same.

And above all, they must understand that relying only on alliances, without considering self-reliance, is today a dangerous illusion. This is a great responsibility for those who come after us./ Adapted from "Pamphlet", from " Il Sussidiario "
