The deal to rebuild the Trump hotel in the NATO-bombed country turns into a quagmire for the US president's son-in-law...
For more than two years, Jared Kushner has been trying to build a Trump-branded tower complex on a site in central Belgrade once bombed by NATO.
But his plans have faced much local resistance, including popular protests.
Moves by Serbian President Aleksandar Vučić's government to push forward with the project have sparked strong reactions from opposition lawmakers.
Thousands of protesters have taken to the streets, while students and activists have vowed to occupy the property when the bulldozers arrive.
This clash comes at a time when Kushner's financial dealings have improved, while he has simultaneously returned to public life.
President Trump's son-in-law initially said he would not return to government service. But now he is taking on a major geopolitical responsibility, volunteering to help lead U.S. negotiations to end the Russia-Ukraine war, following a similar role in Gaza.
At the same time, he runs a $4.8 billion private equity firm that invests globally and is funded largely by Middle Eastern governments. That firm, Affinity Partners, is part of a record $55 billion acquisition of Electronic Arts.
The Serbian clashes began when the Vučić administration sought to remove the former army complex from cultural heritage protection, which it intends to transfer to Kushner's company.
But a special prosecutor stalled the process, arresting a government official on suspicion of forging documents and launching a broader investigation. In response, the ruling party sidestepped the investigation by passing two swift measures in parliament, stripping the country and many other old buildings of their protected status.
Opponents have called the move unconstitutional and corrupt, saying Vucic's government is trying to curry favor with the U.S. The Balkan country, historically close to Moscow but with strong ties to Western Europe, has many things it wants from the Trump administration, such as the lifting of sanctions on its only oil refinery.
“You call it investment, we call it high treason,” Marinika Tepić, a leading opposition lawmaker, said in Parliament.
Vucic says Kushner's deal has nothing to do with politics, but is about repairing an ugly city center that the government had been trying to rebuild for years.
An Affinity spokesman said the firm was not involved in the alleged forgery and that it was reviewing the project.

Kushner first became involved with the project after Trump's first term. He has said he was drawn to the project by Belgrade's growing vitality, where property prices have soared and a burst of new apartment projects has attracted a wealthier crowd.
Shortly after founding Affinity, former Trump envoy for the Balkans, Richard Grenell, suggested Kushner take a look. In early 2024, he reached a deal for the property with Vučić’s government.
He brought in partners, entering into a joint venture with Eagle Hills, a UAE-based developer with experience in Belgrade. The hotel will be branded by the Trump Organization, a deal he reached after talking to his brother-in-law, Eric Trump.
The negative reaction has not been limited to Serbia.
A Serbian statement that Kushner should build a “memorial dedicated to all victims of NATO aggression” has also drawn attacks, including from Wesley Clark, NATO’s military commander during the Balkans war, and Democratic lawmakers.
A European Parliament report singled out the General Staff building, saying it had “great concern about the growing political interference in heritage protection in Serbia.”
Architects and monument preservationists have also rallied against the plan.
“The project they’re deleting is a very important architectural work,” said Ana Miljački, a Serbian-born architecture professor at the Massachusetts Institute of Technology. It would be like “putting a Trump hotel” on IM Pei’s building at the National Gallery of Art in Washington, she added. /Adapted from the Wall Street Journal /
