Why NATO invests in fear to maintain peace!

Deterrence, in essence, is the ability to change an adversary's cost-benefit calculations, persuading them not to take hostile action. It only works when the adversary clearly understands that the costs of aggression outweigh any potential gains.

Strategically, deterrence relies on three key elements: the ability to deny gains or impose costs, credibility through consistent behavior and visible determination, and communication of clear objectives, thresholds, and consequences.

NATO considers deterrence a cornerstone of its overall strategy. It serves to prevent crises and war, to maintain Alliance cohesion and to manage escalation in an increasingly complex security environment. In a context marked by great power competition, hybrid threats, cyberattacks and blurred lines between peace and conflict, deterrence remains a fundamental mission for the collective security of Allies.

Since its founding, NATO has used deterrence as a central tool for avoiding war. During the Cold War, the Alliance built this approach around a combination of conventional defense and nuclear deterrence. Over time, the risks of escalation pushed NATO toward the doctrine of Flexible Response, which offered graduated military options and emphasized escalation management as a strategic principle.

Today, this approach has been codified in the 2022 Strategic Concept, reflecting the fact that threats appear in all domains, land, air, sea, space, cyber, and information.

NATO's approach to deterrence and defence is based on a 360-degree, multi-domain and threat-informed approach. Its aim is to deter any form of coercion or aggression against Allies through political unity and integrated military capabilities. Beyond the threat of a decisive collective military response, NATO aims to shape the strategic environment so that aggression becomes unpleasant and unfeasible.

Allied Command Transformation (ACT) plays a key role in strengthening NATO's deterrence posture. It analyses the strategic environment, develops new concepts, conducts exercises and war games, supports high-level dialogues and integrates new technologies, helping the Alliance adapt to evolving threats.

Experts emphasize that deterrence only works if NATO controls the path from peace to conflict. In today's environment, escalation is no longer linear or predictable, making its management an essential component of credible deterrence.
