The risks seemed too high for Belgian Prime Minister De Wever...
The European Union's 140 billion euro loan for Ukraine remains in doubt, and looks set to last for at least another two months, after the leader of the bloc's eighth-largest country sharply criticized the use of confiscated Russian assets to finance Ukraine.
Belgium, one of the EU’s six founding members and known for its love of the art of classic European compromise, managed to soften the language issued at a summit in Brussels. The result does little more than postpone a decision on whether to proceed with the plan until the next leaders’ meeting. And it renews concerns about the bloc’s commitment to Ukraine.
The prime minister in question, Belgian Bart De Wever, is a right-wing Flemish nationalist who is under pressure over the plan at home because he says the operation carries huge financial and legal risks for Belgium, where most of the Russian assets are held. EU chiefs say they understand his concerns but have been unable to find a way to appease him.
" It's a little bitter to me that we are now being blamed as a country that we don't like," De Wever told reporters. He described the idea of Belgian taxpayers ending up responsible for the EU's actions as madness.
Donald Trump’s ambiguous stance on how to deal with Moscow’s invasion of Ukraine, despite sanctions imposed this week on two of Russia’s biggest oil companies, has put the onus on Europe to shore up its support. While European governments and the European Central Bank have long considered the use of Russian assets to arm and rebuild Ukraine unthinkable for fear it would violate international law, it has emerged as a real prospect in recent months as the war has dragged on.
The EU on Thursday hoped to give the European Commission a strong mandate to make a legal proposal outlining the loan as early as next week. Belgian Prime Minister De Wever assured that this would not happen.
-'Sufficiently balanced'
A full day of frenetic negotiations saw talks break down, with no agreement at one point, only for the leaders to return later in the evening after their advisers worked on compromise language. De Wever allowed the summit’s final statement to say that he would not prevent the Commission from further examining the idea of asset forfeiture. This was hardly what Kiev had dreamed of.

Pak veta arritën ta fshehin faktin se rezultati ngre pyetje të reja rreth mbështetjes së brishtë të BE-së për Ukrainën, me konfliktin që po i afrohet përvjetorit të katërt.
"Plani i aseteve nuk është varrosur. Ne ishim në gjendje të diskutonim detajet teknike", u tha gazetarëve Presidenti francez Emmanuel Macron.
Ai shtoi se nuk kishte mundësi të tjera financimi në tryezë për ndihmën për Ukrainën. Presidentja e BQE-së, Christine Lagarde, u tha udhëheqësve se rreziqet që lidhen me kredinë janë "të menaxhueshme".
Me Belgjikën që sinjalizoi se nuk ishte dakord me planin, diplomatët kombëtarë dhe të BE-së kaluan shumë ditë në prag të samitit duke u përpjekur të gjenin gjuhë ligjore për të siguruar De Weverin dhe megjithatë t'i jepnin Komisionit udhëzimet që do t'i nevojiteshin për të çuar përpara idenë.
Por, ndërsa ato drafte të mëparshme të deklaratës së përbashkët, madje edhe në mëngjesin e samitit, u bënin thirrje zyrtarëve në mënyrë të qartë të paraqisnin një propozim ligjor, formulimi që udhëheqësit përfunduan thjesht fton Komisionin të paraqesë, sa më shpejt të jetë e mundur, opsione për mbështetje financiare dhe e shtyn çështjen për samitin e ardhshëm. Ky është planifikuar për në dhjetor, por zyrtarët nuk e përjashtuan një takim më të hershëm.
'Negocim për javë të tëra'
Rreziqet dukeshin shumë të larta për kryeministrin belg De Wever, duke pasur parasysh se pjesa më e madhe e aseteve të bllokuara të Rusisë në Evropë mbahen nga firma financiare Euroclear, e cila është e regjistruar në Belgjikë. Ai u tha vazhdimisht homologëve të tij se operacioni mbartte rreziqe të mëdha financiare dhe ligjore për Belgjikën. Një tregues i kokëfortësisë së De Wever është se ai është i përfshirë në bisedime të paqarta për të rënë dakord mbi një buxhet që do të rikthente në ekuilibër financat e Belgjikës.
De Wever hodhi poshtë një kompromis të minutës së fundit që do të kishte parashikuar një gjuhë më të fortë në favor të kredisë, sipas katër zyrtarëve të BE-së.
“Ne ramë dakord për atë se çfarë, tani duhet të punojmë për mënyrën se si”, u tha gazetarëve Presidentja e Komisionit Ursula von der Leyen.
Të përballur me sigurimet e Komisionit se operacioni financiar mbartte pak rrezik, diplomatët belgë u përgjigjën në takimet e brendshme të BE-së se një aeroplan kishte pak shanse për t’u rrëzuar, por nëse kjo ndodh, dhjetëra njerëz prapëseprapë humbasin jetën, sipas dy diplomatëve me njohuri për bisedimet.
Kompleksitetet
Over the past few weeks, Belgian officials have repeatedly called on the Commission to seal the most sensitive aspects of the loan together bilaterally, and were angered when EU officials refused to do so.
" I think that friends from the Commission underestimated the complexities of this very sophisticated financial construct. "This underestimation is why Belgium is worried ," said one of the EU diplomats.
The EU's late compromise allows everyone to save face and leaves De Wever the power to veto any future actions if they do not comply with his red lines.
“If Russia can ask for the money for any reason… the money should be there immediately. Who will provide that guarantee? I asked my colleagues: ‘Is it you? Is it the member states?’ … That question was not answered by anyone around the table ,” De Wever said, adding that confidence in Europe’s entire financial system would be at risk./Adapted from “Pamfleti” by “Politico”
