A political and media scandal is rocking Montenegro, after videos and photos with intimate content allegedly involving former senior state officials were leaked online, leading to their resignations and a wave of public accusations.
Involved in the case are Dejan Vukšić, former director of the National Security Agency and former security advisor to the president of Montenegro, and Mirjana Pajković, former state secretary at the Ministry of Human Rights and Minorities. Both have resigned from their official positions, explaining that “personal reasons” forced them to leave after the publication of intimate materials that quickly spread on social media.
Vukšić has denied any involvement in the creation, possession or distribution of these videos and photos, stating that they were made public without his knowledge or approval and that he first saw them only when they began circulating on the internet. He has also said that his phone was taken by Pajković in 2024 and then used to create compromising materials, which he claims were also used for pressure and threats, including attempts to influence official appointment processes.
For her part, Pajkovic has filed criminal charges alleging that the videos were distributed without permission and that her privacy was violated. She is alleged to have been the subject of serious threats and that the authorities' response to her concerns has been inadequate.
The National Security Agency has denied any official involvement in this incident, stating that the publication of private materials is not related to its functions and that it fully respects the constitutional rights of citizens.
Legally, the unauthorized distribution of videos or photos with sexual content – often known as “revenge pornography” – is illegal in Montenegro and can constitute a criminal offense with penalties of up to five years in prison, while in cases involving children the penalties can be even higher.
Legal investigations and political debates over this scandal are still ongoing, while public debate has focused on the protection of privacy, the responsibilities of former officials, and the role of the media in the dissemination of such materials.
