Ukrainian President Volodymyr Zelenskyy held a joint press conference with the new EU President Antonio Costa in Kiev.
He told the media that there is "still time" for the US to convince "skeptics" in Europe that Ukraine should be allowed to join NATO.
Zelensky stated that any invitation to join should apply to all of Ukraine's territory, but also acknowledged that NATO protection cannot be applied to occupied areas while fighting continues.
Ukraine has repeatedly asked to be allowed into the defense alliance - to protect itself from future Russian aggression - but members fear it will lead to a wider east-west war.
Costa is visiting Ukraine on his first day in office after replacing Charles Michel on Friday.
