In the final of this competition, Edi Rama had selected 5 combinations of operators with design companies, 4 of which continued the competition formally with a pre-prepared scenario, because they knew that the Belgian company "51N4E", together with its Belgian subsidiaries "51N4E Cast" and "Jeshil" Sh.pk, had been pre-selected for the master plan of the "Aleksandër Moisiu" university campus in Durrës.
It is known that Rea Xhillari, the daughter of Linda Rama, the wife of Prime Minister Edi Rama, works at the Belgian company "51N4E" Sh.pk, which is why he has given and continues to give her numerous tenders and auctions for investment projects and oversees their implementation.
Prime Minister Edi Rama, even under the pressure of the massive protest against his corrupt affairs, gave the university campus project in Durrës to the company where his wife Linda Rama's daughter works, announced on July 6, 2026, through the National Territorial Planning Agency.
This company has also designed Edi Rama's palaces in Surrel, the "Skënderbej" Square and Pedonales project in Tirana; the "Niko Dovana" stadium sports complex in Durrës and the tower projects in the outer territory around the stadium.
Edi Rama has given the Lungomare project in Vlora, the "COD" center and the "Eden" garden inside the prime minister's office, the government's architectural consultancy for the reconstruction of housing after the earthquake, schools, sports, cultural, social centers, state buildings, etc.
