Asset declarations of the heads of the KLGJ, KLP and ILD are revealed
The asset declarations of the heads of justice reveal a clear operating model where the official salary is only the base, while the rest is filled with allowances, board, and income distributed through several channels.
According to the declarations to the HIDAA for 2024, Mirela Bogdani, head of the KLP, displays a fragmented structure of income and accounts. She declares a 172.30 m2 apartment with added value without specifying the amount, while in parallel she maintains several bank accounts in lek and euro, ranging from about 1.6 million lek to over 9 thousand euros. Another account of 1.8 million lek is closed, while a closed deposit in pounds also appears.
The part that stands out is not only these, but the network of additional incomes. Bogdani has received per diems from the OSCE, Expertise France and the Council of Europe, as well as payments from the KLP itself. To these are added honoraria, income from boards such as the Center for Information Technology in Justice and the School of Magistrates, as well as other payments distributed in several items. From the salary at the KLP alone, she declares over 3.8 million lek, while with other allowances the total amount increases significantly.
The pattern that emerges from her statement is clear: many small and medium-sized sources of income that create a significant total, with recurring diets as a continuous profit mechanism.
Artur Metani also presents a similar profile, but with another strong component, the movement of assets. He sold a 72 m2 apartment for 13.1 million lekë and declares income of 57,290 euros from the sale of real estate. At the same time, one of his accounts increases by 50,800 euros, related precisely to these transactions.
On the other hand, Metani declares a salary of over 3.2 million lek, a per diem of over 362 thousand lek, other income of over 1.4 million lek, as well as benefits from boards and rent. Meanwhile, he also holds a bank loan with a remaining obligation of over 2.6 million lek.
Even in this case, the structure is the same: the salary is accompanied by a series of other benefits, where per diems and board payments appear as a regular addition.
In contrast to this picture, Ilir Rusi presents a simpler and more linear declaration. He declares two bank accounts with salary, teaching income, some additional income and per diem, while his annual salary amounts to around 3.5 million lekë. There are no major wealth movements or a wide network of other sources.
