According to the investigative data, the evidence is sufficient to substantiate the criminal charge against the associates Sali Berisha, Jamarbër Malltezi, Fatmir Bektashi and Xhimi Begeja, as a structured group in the robbery scheme of the former "Partizani" complex and the concealment of income.
"Pamfleti" is publishing documents that prove other frauds worth 68 million Euros, made by Fatmir Bektashi, Jamarbër Malltezi and Xhimi Begeja, with the values of the fictitious sale and purchase of the shares of the "Homeplan" company, an investor of the towers, making false statements.
The "Homeplan" company was created by the trio Bektashi-Malltezi-Begeja, 18 months after Sali Berisha gave them the land in the "Partizani" complex and received the signatures of all the heirs of the former owners.
But the company was registered 100% in the name of Fatmir Bektashi, in order not to make public the connection in the tower market with the "Berisha" family and to avoid accusations of a conflict of interest of the prime minister, which according to the SPAK file was the main part of the affair .
The ownership of the company "Homeplan" only in the name of Fatmir Bektashi, continued throughout the 5-year period, that Sali Berisha and her son-in-law Jamarbër Malltezi, "sewed" the papers of the scheme for the robbery of the land of the former complex "Partizani" and its approval per construction site.
While 4 months after Sali Berisha fled from power, specifically on January 23, 2014, Jamarbër Malltezi and his uncle Xhimi (Begeja), came out as owners of 60% of the capital of the towers company, buying them from Fatmir Bektashi for 600 Euros, when its capital at that time was 23.5 million Euros.
In order to forget the tax obligations, the actions outside the bank and the concealment of the ownership of Jamarbër Malltez and his uncle Xhimi Begeja, the seller and administrator of the company "Homeplan", he declared the contract for the sale of 60% shares to them 5 years later in the CKB , specifically on December 27, 2018.
But on May 19, 2023, the partner Xhimi Begeja, sold 25% of his shares with these divisions and values: 15% he sold to Fatmir Bektashi for 150 Euros, while he sold 10% to Jamarbër Malltez for 100 Euros; in total 250 Euros, when the capital of the tower company at that time was 44.4 million Euros, or 11.1 million Euros the taxable share of the joint uncle Xhimi Begeja.
