After the SPAK crackdown on the incinerators in Fier, Elbasan and Tirana, and the escape of the actual owners Klodian Zoto and Mirel Mërtiri, it was thought that their financial ties with the state and government had been severed.
But while SPAK continues criminal proceedings and trumpets the severing of any economic ties with them, the mayor of Durrës, Emiriana Sako, has given the fugitives a new "check" from the public budget.
In the Public Procurement Bulletin dated October 20, 2025, the Municipality of Durrës has announced the winner of the company "Integrated Energy BV SPV Sh.pk", for the city's waste disposal service, worth 7.7 million euros including VAT.
The company in question is the owner of the Tirana landfill concession and is effectively owned by Klodian Zoto and Mirel Mërtiri, who continue to administer the business through the parent company "GeoGenix BV".
Tender without competition, with negotiation and with inflated price
The procedure announced by the Municipality of Durrës was carried out without prior announcement and without open tendering, but through a direct negotiation between Emiriana Sako and the landfill administrators.
The published contract shows that the offer is equal to 100% of the limit fund, i.e. without any reduction.
In fact, the limit fund itself was calculated 30% higher than the real cost, a difference that, according to the same sources, constitutes the “implied part” of the agreement.
SPAK has seized the company, but not the concession
Even though the company “Integrated Energy BV SPV” is under seizure by SPAK, payments continue to go to the accounts of Klodian Zoto and Mirel Mërtiri, because the concession has not been confiscated and remains 100% owned by “GeoGenix BV”.
This allows the group to control the financial flow from municipalities, including Durrës, through a chain of contracts with local institutions.
Sako, part of the old incinerator financial scheme
Emiriana Sako’s latest decision confirms that the incinerator network continues to operate under the guise of waste contracts, with municipalities paying millions of euros through “legal” forms.
While SPAK tries to show success in prosecuting fugitives, public funds continue to flow into their accounts through decisions signed by representatives of local government from the Socialist Party.
The document that proves it
The official document dated October 20, 2025, published in the Public Procurement Bulletin, bears the signature of Mayor Emiriana Sako and contains all the elements that make this procedure illegal and clientelistic:
lack of competition and transparency;
direct negotiation with a company under criminal investigation;
and artificially increasing the cost by 30% above the real price.
Instead of waiting for the investigation to be completed and avoiding any connection with the companies involved in the incinerator affair, the mayor of Durrës has chosen to become part of the same scheme, keeping alive a network that continues to suck millions from the state budget.
The new Durrës file is clear proof that the incinerators were not an affair that ended with SPAK, but an entire financial system that continues to function through local government institutions, with the tacit blessing of the government./ Pamphlet
