From April 2024, Prime Minister Edi Rama attacked his famous Eduard Shalsi of bargaining with monopolists; to capture and take control of the High Control of the State, through a n/commission and the anti-constitutional and mafia law.
Against this scenario, reactions were made by the KLSH, experts, media and US-EU partners, but on July 18, 2024, Eduard Shalsi approved the draft of the government, while on July 25 he approved it together with the PD, adding the proposals of Eduard Shalsi and Erion Brace.
This is a law, created by Prime Minister Edi Rama and the economic-financial mafia connected to state funds and assets, that will block the independent activity of the KLSH through the "Shalsi" commission, as the only possibility to continue the thefts without facing justice.
N/commission will check in advance, the planning of audits that will be performed by KLSH; will be informed and dictate the names of the auditors who will check; it will be made known for what object the controls will be in state institutions and entities, and the submission of audit reports to Edi Shalsi, before they are approved and made public.
The parliamentary committee of the SP and behind the scenes also of the DP, under the guise of the alleged impartiality of law enforcement, will also have the right to dictate the activity of the KLSH at every step of the practices and procedures, which will says complete dictation.
This right goes as far as determining for which state officials administrative measures should be recommended, and whether or not they should be taken to the justice bodies, considering that the SC is a constitutional institution with full independence status.
With this scenario, Prime Minister Edi Rama intends to take hostage, return and use the KLSH, as he has used for 12 years, the Directorate of Internal Audit in the Prime Minister and in the ministries, central directorates, municipalities, Customs, Taxes, OSHEE , KESH, ARRSH, OST, Railways, etc., where the audit offices hide the thefts and do not report them to SPAK.
According to the data, only in the years 2021-2024, the Supreme State Audit has discovered and brought to the justice bodies, the theft of 3 billion Euros through tenders, auctions, contract value additions, concessions, rental contracts, luxury expenses, sales and donations of public assets and not making public investments according to projects.
According to the constitution of the law, the only obligation that the SSC has towards the parliament is to appear in the Finance and Economy Commission and in any required commission; as well as the annual report to the parliament, on the activity of audits as statistics and proposals for legal changes.
But Babloku, with the ministers, directors and those who extort billions and public assets, want to have the KLSH under control, so that it is not released, not made public and not to bring the thefts to the table of justice. / Pamphlet
