The fact that the owner of the "Rozafa" company, Gjergj Luca, has several Albanian and international drug trafficking and smuggling cases, as the leader of a structured criminal group, should be the subject of tracking and investigation by SPAK, regarding the financial sources of the numerous investments he is making.
The fact that, after Edi Rama came to power, a self-proclaimed friend of drug trafficker Gjergj Luca, the company "Rozafa" has made around 210 million euros in investments in the years 2016-2025 and continues to invest should serve as an indication.
It has built and is building factories, restaurants, resorts and fishing centers in Tirana, Durrës, Elbasan, Saranda, Shëngjin, Maliq, Fier, Gramsh, etc., on public buildings, lands, lakes and marine spaces, which Prime Minister Edi Rama has donated to it with personalized government decisions.
In addition to not investigating the billions of euros in public assets that he has stolen with "1 Euro" contracts on behalf of the "Rozafa" company, SPAK is not investigating the sources of funding that trafficker Gjergj Luca has invested in his businesses.
According to the valuation act, he has invested around 210 million euros, while according to the balance sheets submitted to Taxes and reflected in the National Business Center, the company "Rozafa" of trafficker Gjergj Luca, over 12 years has an average of 1 million euros in annual profits.
In 2016, when his friend Prime Minister Edi Rama began donating state assets with "1 Euro" contracts, Gjergj Luca had a profit of 220 thousand euros; in 2013 he had a profit of 34 thousand euros; in 2014 he had a profit of 51 thousand euros, while in 2025 he had a loss of 6130 euros.
A question with economic logic, as evidence and evidence for SPAK:
· Where did the trafficker Gjergj Luca find around 210 million euros invested in factories, restaurants, resorts, hotels, fishing centers and ship purchases, when during the years 2014-2025 he had 10.2 million euros in total profits, or 5% of the value of the investments, and even within the value of the profits is a 15% profit tax?
Referring to Gjergj Luca's protest to private banks in March 2022, that they did not give him credit because he had lost trust as a client, SPAK has the right and legal obligation, in accordance with the "Anti-Mafia" Law, to investigate whether or not he received bank loans for these 210 million euros invested and how much he actually received.
Because SHISH, the Directorate for the Prevention of Money Laundering and anti-crime investigative services have reported that Gjergj Luca has his resources from trafficking, smuggling, from usury with individuals and criminal groups, from trafficking Africans with contracts supposedly for employment with the company "Rozafa", and other tricks that we will talk about below.
