The government has published today the draft budget for 2026, where together with the revenues, expenses are also forecast. " According to the State Attorney's Office, the financial risks stemming from ECHR decisions are conditioned by a poor predictive ability, as long as this Court does not operate with a defined calendar for communicating cases and issuing decisions.
The Ministry of Finance has consistently respected all decisions adopted by the ECHR through the implementation of the respective DCMs adopted in support of them, with precision and within the strict deadlines set by this body. This, considering the fact that when payments are not made within the three-month period from the date when the relevant decision becomes final, the Albanian state is charged with the payment of a late payment interest for each day of delay.
However, to guarantee the timely settlement of these decisions, the Ministry of Finance has consistently recommended the use of all possible institutional and procedural channels, within the scope provided by the legal framework in force, suggesting, according to the possibilities of the state budget, the scheduling of the financial obligation in installments, in negotiation with the beneficiaries. Even for 2025, the liquidation of obligations of this type is covered by the Reserve Fund of the state budget , "the report states.
The liabilities from these decisions amount to €18,025,250.
