
For four years, the Tax Directorate has not paid social and health insurance for its staff; funds disappear, while the government threatens businesses for tax evasion...
If a private entity delays the payment of social or health insurance for even a single employee, the Tax Office imposes fines, freezes bank accounts and activity, and in some cases even seeks confiscation of assets. But the institution that controls and punishes others for evasion has been practicing this practice itself for years.
Sources within the Ministry of Finance have confirmed to "Pamphlet" that the General Directorate of Taxes and regional branches have not paid the social and health insurance of their employees for three to four years.
According to the law, financial obligations for insurance of employees of public institutions pass through the State Treasury, along with monthly payrolls. However, the Tax Administration has only sent salaries to the bank, while the insurance funds, foreseen in the annual budget, have not been transferred.
In practice, this means that employees of the tax service, an institution that is 100% financed by the state budget, work "in the black", even though they believe they are insured. Meanwhile, managers have regularly paid their personal insurance, excluding their subordinates.
The current structure of the Taxes, by the end of 2022, included 1450 employees, while during 2023-2025, 298 more were added, including 40 in the central administration, 30 in the Tirana Regional Directorate, 33 in Fier, 22 in Elbasan and 50 in the Vlora and Saranda branches. None of them have insurance payments registered in their personal files at the Social Security Directorate.
Internal sources explain that Taxes have withheld contributions from employees' salaries, but have not paid them into the social security fund, creating a pure financial fraud scheme with serious legal consequences.
The irony is that while the institution itself does not enforce the law, Edi Rama speaks publicly about "tax evasion" as the cause of low pensions, threatening to close businesses that do not pay their employees' debts.
In reality, Taxes, which should be the model of legality, have become the clearest example of state hypocrisy, where the abuse of taxes and employee insurance is covered up with institutional silence and Babloku's propaganda for "fiscal justice."/ Pamphlet
