How subordinates eat plums and pears behind KM Rana's back...
The US informed KM Rama about the corruption with the Saranda naval base on November 9, 2020.
On November 9, 2020, at 17:45, the US Ambassador to Tirana Mrs. Edi Rama entered the office of CM Edi Rama. Yuri Kim. She had a meeting for almost 30 minutes with KM Rama. After the meeting Mrs. Kim wrote on Facebook:
" Today we had a great discussion with Prime Minister Edi Rama to review recent progress in US-Albania relations and to discuss ways to move forward in our cooperation in Democracy, Defense and Business. Lots of opportunities (but also hard work! ) Forward to our partnership !"
The meeting was not a normal conversation. Ms. Kim declared to Mr. Rama the high level of corruption in the Ministry of Defense, presenting at least six cases of corruption. One of the cases presented by Mrs. Kim was renting the Saranda naval base for 1 Euro for 20 years. Ms. Kim was clear in the meeting. The history of the Saranda naval base is a corrupt one and the Government must give it up. KM Rama told Mrs. Kim said he would look into these issues, since, according to him, there was no information from within the system. The meeting was held without the presence of the Minister of Defense, Mrs. Olta Xhačka.
To make it more reliable that KM Rama was not aware of one of the issues raised by Mrs. Kim, Director of Cabinet of KM, Mrs. Vali Bizhga calls in a meeting with the Prime Minister Mr. Bahri Shaqiri, National Security Adviser to President Meta and asks him that there is an interest from Ambassador Kim as the President has signed the appointment of a general in non-compliance with the duty. Mr. Bahri replied that there is a proposal for this from the Minister of Defense, Mrs. Olta Xhačka.
On April 4, 2021, KM Rama would promote on his Facebook the "Marina Bay Saranda" project, to which company KM has given 265,000 m² for 20 years, including the Saranda naval base of 40,000 m². Today in SPAK, not only the contract on the Saranda naval base is under investigation, but a total of six cases have been made, where a president, a minister, a deputy and many high officials are included in the investigation.
Mr. Rama and why did he know, at least on November 9, 2020, he never initiated an administrative investigation or criminal complaint for the leasing of the Saranda naval base, or the misuse of public servants' duties for other issues. On the contrary, those involved in corrupt stories with Navy properties have been promoted in ranks and positions.
For a long time now, Mr. Rama no longer speaks about tourism projects in the properties of the Navy, in order to declare tomorrow that even on these issues "the subordinates have eaten plums and pears behind his back". I informed Mr. Rama before and after the meeting with Ambassador Kim. So, Mr. Rama is aware, at least from Ambassador Kim, since November 9, 2020.
