
In this regard, I find it worrying that the Assembly of Albania has not yet made a resolution, reached with the consensus of all political parties, that would evaluate the ethical and professional standards of the justice system.
There will likely be meetings between the parliaments of Kosovo and Albania in the future, and the next meeting should be held in Tirana. Perhaps it would be good from now on to set a new standard for the exchange of opinions and for the next speech of the prime minister of Kosovo not to contain the points underlined. If they were read, they would be rightly understood by the host country as overcoming the friendly tone, the sovereignty of the country and the mutual respect that should exist between the two countries.
Kosovo is in the first place of economic growth, the advancement of democracy, the fight against corruption and organized crime compared to all the countries of the Western Balkans. While our neighbors are regressing and some have moved towards electoral autocracies - even with the help of organized crime and drug trafficking - Kosovo is moving forward in its democratic consolidation.
In Kosovo, we have a special sensitivity towards Albania, which many of us have called "mother country". Although today's reality is two states, motherly love will live on, at least for our generation.
For this very reason and from the historical support we feel for the process of Albania's membership in the European Union, we have no choice but to share here with you our concerns about the state of Albania and offer our unsparing help whenever we are asked.
The monumental effort of our friends to establish the rule of law in Albania has given and is giving visible results. Kosovo is going through a difficult process of developing the independence of the prosecutorial and judicial system, and therefore we know how sensitive these are for the Republic of Albania. However, we see with concern the possibility of justice being used as a political tool. In this regard, I find it worrying that the Assembly of Albania has not yet made a resolution, reached with the consensus of all political parties, that would evaluate the ethical and professional standards of the justice system. In case you reach a consensus for a resolution, you can be sure of our support in the Assembly of Kosovo.
To be perfectly clear, we fully support the work of SPAK, established with the direct help of our international friends, primarily the USA. And, we would not support any attempt to undo this institution because, as our historic president I. Rugova has said, "home is kept with friends".
But our country, Kosovo, has a special sensitivity to anything that involves political persecution. And, although we fully support the independence of the SPAK and the courts, we cannot help but wonder about the fate of the opposition leaders who are going through legal processes, which one can assess as selective.
Therefore, there is no way to avoid repeating the impasse that I have here in the pulpit and which I am sharing with you, about the historical unity among us Albanians. While these court proceedings are taking place, it must not be forgotten that today's democratic Albania would not have reached this point without the primary contribution of the first opposition leader against communism, Sali Berisha, and the first leader among the young socialists who passed all positions with high responsibility in the country, Ilir Meta. However, it is also important to highlight another very important aspect in this debate. Without the commitment and dedication of Sali Berisha and Ilir Meta at key moments in Albania's history, many of the achievements we have today could have remained unfinished.
And, I want to share with you at the end, a preoccupation for which we are ready to help. Kosovo, as a state that has gone through a difficult period of division and internal challenges, has a deep commitment to support and help in preserving the rights of minorities. This is the reason why, as the Government of Kosovo, we offer close cooperation for the drafting of a Statute of the Community of the Greek-speaking Territories of Albania. This is an important step to strengthen the cultural and linguistic identity of this minority and to ensure that they enjoy full rights, as it should be for every community in Albania. We are ready to contribute with our experience and knowledge to help create a legal and institutional basis that will protect these rights and enable a full integration of Greek speakers in Albanian society.
