Meanwhile, while MPs are free to go from one group to another, to create their own group, or to remain independent, political union makes sense when it comes to separate subjects, each on their own account, that have been voted as subjects or they are waiting to be voted in the next elections. In the part of the opposition that was covered by the DP before the split, such are the Reestablishment of Berisha and the official DP of Basha. Their union under the conditions of some impassable dividing lines that have created the division and are still in force, means that the Democratic Party of Basha joins and unites "in diversity" with the Reestablishment. If it were to become real, this hypothetical act could not pass without the price paid in public by the extreme denaturation. Consequently, it would not have the expected effects.
Situata, fragmentarizmi, vetë mënyra e të bërit opozitë, qëndrimet diametralisht të kundërta për shumë çeshtje, siç janë ato për SPAK dhe drejtësinë e re për shembull, janë të tilla që shkojnë përtej diversitetit normal brenda një subjekti politik. Bashkimi në injorim të këtyre realiteteve do të ishte mekanik, për interesa kryesisht meskine të grupeve të vogla, të njërit dhe tjetrit drejtues. Ndërkaq, nuk duhet harruar se subjektet e arqipelagut opozitar, nga e madhja te më e vogla, nuk kanë bërë rrotacion pothuajse kurrë në drejtimin e tyre. Ato kanë namin e partive private të krerëve të përjetshëm. Alternativa përmes së cilës mendojnë të rivijnë në pushtet është mërzitja e qytetarëve me qeverisjen afatgjatë të kundërshtarit. E shëmtuar sa s’ka si alternativë. Që ka funksinuar një a dy herë por nuk ka gjasa të funksionojë më. Jo më kot shumica e gjashtëdhjetë përqind të qytetarëve që janë kundër qeverisë së Ramës nuk janë me asnjërin prej subjekteve dhe drejtuesëve opozitarë. Nëse këta të fundit ua kanë zënë kokën me derë “o na votoni ne, ose vrisni vetën”, ata të fyer nga ky cinizëm i skajshëm, rrinë mënjanë, presin, ikin nga Shqipëria.
Në këto kushte bashkimi i subjekteve politike opozitare kështu siç janë nuk e rrit opozitën. Në rastin më të mirë e lë në vendnumëro. Rama i ka edhe në kuti zgjedhësit e pakicës që mbështesin qeverinë. Që bëhen shumicë nga hallakatjet, djerrjet dhe abstenimi i zgjedhësve të shumicës antiqeveritare. Sfida e opozitës është të çojë në zgjedhje dhe në kuti votën e shumicën faktike të popullit opozitar.
Unë mendoj se formula me më shumë mundësi për t’ja dalë kësaj sfide është institucionalizimi i opozitës plurale. Apo thënë ndryshe, njohja e realitetit të opozitës plurale nga vetë subjektet e spektrit opzitar.
Me fjalën institucionalizim kuptoj kalimin nga gjendja e luftës në gjendjen e konkurencës së shëndetshme brenda spektrit, ku çdo subjekt rritet në vetvete, duke patur si objektiv të përbashkët të shpallur rrotacionin e pushtetit; dakordësinë për pikat kryesore të ndryshimeve në kodin zgjedhor, dakordësinë për mënyrën e konkurimit në zgjedhje në funksion të valorizimit të çdo vote, dakordësinë për një kandidat të gjithëpranuar për kryeministër që do të jetë edhe boshti koagulues i qasjeve programore të subjekteve.
Institucionalzimi do të pasuronte me elementë të tjerë të vlefshëm opozitën plurale. Mes shembujve të shumtë të fitores së zgjedhjeve përmes opozitës plurale, nga historia dhe aktulaliteti, le të sjellin në vemendje kualicionin e Ullirit në Itali, që u bashkua rreth emrit të të mirënjohurit Romano Prodi si kandidat për kryeministër.
