After May 12, Berisha can say for the second time in his life: After me, the camel!
For the Democrats, it is the "eureka" of victory. For the Socialists, it is a violation of the law and the electoral code. For SPAK, it is a matter to be verified. In the black and white landscape of Albanian militant politics where nuances are lacking and the parties are divided at the edges, where one sees light, the other swears by the deepest darkness. The DP's lobbying contract with an American company is one of the most blatant examples of this assertion. In fact, neither the enthusiasm of the opposition nor the accusations of the majority tell the whole truth. And neither the promise of verification by SPAK has any chance of getting the parties out of the trenches of distrust. The truth, once again as always, does not lie at the edges, but is found somewhere in the middle. And there are a number of factors that prove such a thing.
First, the enthusiasm of the Democrats is real. After a very long period of isolation, they have been able to open a channel of communication through lobbying with the United States government. Judging by the depth of the abyss that yesterday's former sovereigns had sunk in relations with the other side of the Atlantic, this emergence of their heads above the surface is truly a moment to take a breath. And from this perspective, regardless of the concrete result of the contract, the frightening figure of several million dollars that are expected to be spent has been worth every penny in advance. The names involved in the company are close to President Trump and as such, they are believed to have practical opportunities to realize the promised alchemy and transform the Democrats into sworn pro-Americans.
Second, the skepticism of the socialists is also real. The figure promised to be spent is bombastic. Of course, in terms of the law, it is not included in the hidden campaign expenses that the DP or even the SP itself make for the process. But on the other hand, they testify to the extraordinary financial potential of the DP, to a river of money that the SP itself knows well the streams that fill it through new tenders, old concessions or even directly from members of the government. It is a public secret known long ago in Tirana, that important people of the majority pay in various ways what in Italy is known as "il pizzo": money and other favors in exchange for not attacking them. The socialists feel frustrated by the idea that they could lose their exclusivity in relations with the United States. With an atypical and unpredictable president like Trump, they fear that unimaginable mandates could come from the other side of the Atlantic.
E treta, SPAK-u nxitoi të përfshihet në këtë histori në ditë pushimi. Nëse do të heshtte do ta sulmonte njëra palë, nëse do të shprehej, siç e ka edhe detyrim ligjor, do ta masakronte pala tjetër. Lënda mbi të cilën SPAK mund të përqendrojë hetimet është shumë e ngushtë dhe pothuaj e papërshtatshme; një nen kushtetutues, një ligj 25 vjeçar dhe pak i amenduar për financimin e partive politike dhe Kodi Zgjedhor. Edhe pse kontrata u firmos në kohë fushate dhe ndikon direkt në fushatë, ajo nuk është shpenzim elektoral. Është kontratë lobimi. Ajo do të deklarohet vitin tjetër në KQZ.
SPAK do të vërejë se ligji që ndalon partitë politike që të përfitojnë “…dhurime financiare e materiale nga qeveri, entitete publike e private të huaja”, lejon njëkohësisht ndihma që vijnë nga “…parti ose unione ndërkombëtare partiake, organizata apo fondacione politike shqiptare dhe të huaja”. Një diferencë e vogël mes çfarë lejohet e çfarë ndalohet që i jep mundësi akuzës publike që ta shohë ligjin si një llastik që tërhiqet, por nuk këputet. Por PD -ja do të detyrohet të dëshmojë shtetësinë shqiptare të çdo “dhuruesi” parash në favor të saj; nëse ndër ta ka shtetas të huaj, atëherë ky do të jetë një faull klasik penal.
Këto tre pamje përjashtuese të njëra-tjetrës megjithatë nuk tregojnë plotësisht të vërtetën. Thelbi i kësaj që ka ndodhur qëndron në faktin që kjo kontratë lobimi ka vlerë deri në datën 11 maj. Dhe në funksion të kësaj date edhe janë parapaguar 750 mijë dollarë. Në këmbim të kësaj shume, lobimi përfshin në mënyrë maksimale heqjen e non gratës për Sali Berishën, një vizitë të mundshme të tij me një vizë të posaçme në SHBA apo edhe një komunikim me video me zyrtarë të lartë amerikanë, përfshi ndoshta, edhe sekretarin e shtetit. Pjesa tjetër nuk ka pikën e rëndësisë. Në rast se humb zgjedhjet, Berishës nuk do t’i hyjë në punë edhe sikur ta bëjnë qytetar nderi të Washingtonit. Ndërsa në rast triumfi, si 6 milionët e firmosur, si të paguajë 66 milion të tjera për lobim, do të jetë e njëjta gjë. Ato do të jenë vetëm qindarka për mundësinë që kanë qeveritë në Shqipëri për të gjeneruar fonde që nuk dihet se ku vijnë dhe bëhet hallall aty ku mbërrijnë.
Mbas 12 majit, varësisht rezultatit të zgjedhjeve, Berisha mund të thotë për herë të dytë në jetën e tij: Mbas meje qameti! Ai nuk do të jetë i shqetësuar as për fatin e Nuredinit, një lojtar periferik i këtij operacioni ndërkombëtar, dhe as për fatin e Flamurit nënshkrues të konktratës, që zgjodhi të jetë rrufepritësja e kësaj loje lokale për hir të besnikërisë së tij që e çoi në sakrificë. E gjithë kjo zhurmë e krijuar nga kontrata e lobimit do të shuhet dhe do të jetë vetëm pjesë e kronikës të zgjedhjeve të deformuara shqiptare. Si përherë!
