The third attempt to eliminate Inez Hajrulla appears in 2023, confirming that he continued to remain a direct target, despite previous assassination attempts against him.
In August of that year, the Vlora Police arrested Amarildo Nicolli, suspected of having come from Italy to carry out a contract killing. He was caught armed with a silenced pistol, with a cartridge in the chamber, ready to fire, a detail that indicates that the assassination was in an advanced stage.
Initially investigated for illegal possession of weapons. However, the case took a different turn when the file was transferred to SPAK, which treated it as an attempted "premeditated murder" within the framework of a structured criminal group. A key element in the investigation was Nikolli's own cooperation.
"I want to clarify that Nardi told me that I could find the people, the targets, at "Lungomare", at "7 pallatet", at "Amous Lounge Beach", "Oslo" and at a bar at the district court. So I have been in Vlora since June 2023. Nardi came for a week staying in the same apartment with me and one day two people came to the house whom Nardi called "Biondi" and "Fshatari". Nardi tells me that Biondi was his cousin while Fshatari was his friend".
He admits that he had received orders to attack two people, identifying them by their nicknames: "Sakati" and "Qorri". The latter was precisely citizen Ervis Matodashaj.
The targets of the murder were two people nicknamed “Sakati” and “Qorri”, both residents of Vlora. He gave me a photo of the person nicknamed “Qorri”, which was a poor quality photo and was taken from a bar’s security camera. As a characteristic of “Qorri”, he told me that he had eyes like ping-pong balls, while for “Sakati” he told me that he had a broken leg. The reason he wanted to do it was for business and enmity. The murder of these two citizens would be done for a fee, the amount of which would be given by a person living in Dubai, and for this Leonardi gave me 250,000 euros for each.
These statements show not only the clarity of the objectives, but also the level of organization of the assassination, where every detail, from the identification of the target to the method of action, was predetermined, confirming that it was a concrete and advanced attempt at elimination.
"Only a person who was part of the criminal group and who is aware of the criminal episodes that took place, who participated in these criminal episodes in a certain role, perhaps even episodic, can explain it clearly, or can explain the entire context," said former prosecutor Gentian Ternova.
"I think that recently, with the recent changes made with Law No. 8 of 2026, SPAK and the criminal prosecution bodies will have difficulties in terms of examining these events with collaborators of justice. As we are aware, many criminal groups, their activities have been discovered by collaborators of justice. There was a procedural rule, Article 37/a, how the agreement is concluded, that a collaborator of justice who will testify will have a benefit, because he will spy, he will reveal his friends. And based on Article 28, paragraph 7, he benefited from a reduction in sentence or exemption from punishment. This article has been repealed, leaving the bodies in difficulty", said former prosecutor Ervin Karanxha.
For this matter, the court sentenced Leonard Luzi to 7 years and 4 months in prison, his collaborator Muharem Koroveshi to 6 years and 8 months, while Amarildo Nikolli, due to his status as an collaborator, was sentenced to 2 years and 9 months in prison.
In parallel, investigations also highlight possible motives.
On the one hand, the control of gambling in Vlora, where Hajrulla and his associates were allegedly involved. On the other hand, old conflicts and elements of revenge, linked to previous criminal events.
According to information from law enforcement structures, the "7 Palaces" group, in alliance with the Llanaj brothers, has been in constant conflict with the Sinomataj brothers' group, linked to Armando Sulejmani, known as "Çipuri", who in '97 were part of the "Gaxhai" gang.
"It is understood that when other criminal events arise, mainly murders, the characters are connected to the events of '97 in some way and this is an indicator not only of this second element that we mentioned, which is related to international drug trafficking and the large financial interests and investments that are made in Albania, which is an element, but also of old revenges ," said Redi Ramaj, lawyer.
This conflict has produced mutual assassinations over the years, but culminated on February 17, 2019.
"One of the opposing group with the nickname "Çipuri", on the road above the tunnel, the one coming from the part above the tunnel, was hit with three firearms, his brother-in-law and another person died, while he himself was injured," said lawyer Alban Qafa.
At around 12:30, in the "Ujit të Ftohtë" area in Vlora, gunshots were heard; two people lost their lives while Armando Sulejmani was wounded in the hand and leg.
"Çipur" had opened fire on the perpetrators while getting out of the car, trying to defend himself. 78 cartridges and a revolver were seized at the scene, which turned out to be used by the injured Sulejmani himself./ TCH
